2 <br />Net Subdivision Land Area 130.08 acres <br />Area in ublic road r.o.w. 4.56 acres <br />Area outside of ublic road r.o.w. 125.52 acres <br />Platted lot area 72.02 acres <br />Area in common o ens ace 52.76 acres 41 <br />Location <br />Southwest side of Hatch Road in Chapel Hill Township, <br />Existing and Proposed Conditions <br />Existing: <br />Zoning: Rural Buffer (RB) Chapel Hill/Carrboro/Orange County Joint Planning Agreement <br />minimum lot size - 2 acres.(Section 5,1,1 Orange County Zoning Ordinance), <br />Zoning Overlay: <br />• The property is in the University Lake protected watershed (max. density = 2 acres /dwelling <br />and 5 acres /dwelling after first five lots) (Section 6.23,2 Orange County Zoning Ordinance).. <br />Physical Features: <br />• There are several County designated streams on the south side of the tract to be protected with <br />stream buffers, A named stream is known as Phil's Creek. <br />The site is mostly wooded with a mixture of pines and hardwoods. <br />• The topography is gently rolling with steeper slopes along the streams. <br />Adjacent Land Use: <br />• Robinswood Subdivision is located to the east with an average lot size of 1,14 acres; Reaves <br />Estate Subdivision is located to the west with an average lot size of 1.36 acres. <br />• Properties to the north and west are divided into large acreage tracts ranging in size from 2 to <br />16 acres. <br />• Phil's Creek a tributary to Neville Creek which flows to University Lake and a 108 acre tract are <br />located to the south, The 108 acre tract has one single family residence, centrally located on the <br />tract. <br />Proposed: <br />Roads: <br />• Access is from Hatch Road (SR 1944), Designated as a local road it is an existing paved public <br />road in Chapel Hill Township, <br />• The proposed street (Westhampton Way) provides access from Hatch Road. Weston Lane, a <br />small loop road serving 4 lots, extends from Westhampton Way. Brookford Court also extends <br />from Westhampton Way and serves 4 lots, <br />• All roads are to be constn~cted to NCDOT standards. <br />• NCDOT comments indicate subdivision streets are required to meet "local subdivision road" <br />minimum design standards, minimum 22 foot travelway, for rolling terrain. Sidewalks must be <br />located outside of the right-of-way, <br />• Comments from Carrboro indicate a stub out to the south should be considered, However, a <br />stub out at that location would have to cross Phil's Creek, In addition the tract to the south is <br />under single ownership and is developed, Planning Staff, due to topography (steep slopes) and <br />environmental concerns, is not recommending a stub out to the south, <br />• ERCD is recommending dedication of open space along Phil's Creek to further accent the value <br />of the stream that could be compromised by a stream crossing, <br />
