ASAB Approved Minutes— <br />September 20 th , 2006 Meeting <br />Page 2 <br />Sanford and seconded by Bonnie Norwood to accept the final review of documents with <br />the changes that have been indicated and by consent approved in the course of the <br />discussion by ASAB members hereby finalize the document; and that have the Foster Committee <br />will be responsible for approving the final version and ensure that captures all the changes <br />identified in the discussion. VOTE: Unanimous <br />Creation of Ad Hoc Foster Committee: Motion was made by Jim Kramer and seconded by Jean <br />ConneratLevine to have the Foster Committee— consisting of Daniel Textoris, Lisa Smith and <br />Tracy Carrollwork with staff to oversee the foster program over the next six months to evaluate <br />the program and report to the ASAB on its operation. VOTE: Unanimous <br />New Business: <br />Ongoing Animal Shelter Program Review: Bob Marotto discussed the original idea, which was <br />to identify the number of different programs needing review and assessment through the ASAB. <br />As originally identified, these included not only the foster program but rescue groups, <br />Spay/Neuter Outreach, and Temperament Evaluation; and subsequently, adoptions had been <br />added to the set of programs to be reviewed . Now that the first stage of review for the Foster <br />Program has been completed it was suggested that the committee continues in that process by <br />initiating review of another program. <br />A motion was made by Kristine Bergstrand and seconded by Ross Oglesbee to create a committee <br />consisting of three members with a charge of working with staff to do an evaluation of adoptions <br />and rescue groups and other animal transfers. VOTE:Unanimous. ViceChair Kristine <br />Bergstrand appointed ASAB members Caroline Green, Jim Kramer and Dewana Anderson for <br />this committee. <br />Adoption Appeals Committee: No Updates, no appeals. <br />Dangerous Dog Appeals Committee: Jean ConneratLevine reported that one hearing had been <br />scheduled but cancelled the morning of the hearing because the appellant had withdrawn her <br />hearing request. <br />County Vaccination Clinic: Bob Marotto presented to the ASAB members a request made by <br />the three veterinarians that hold many of the low cost vaccine clinics for the Animal Services <br />Department. They wanted to know if it would be possible to request an increase of the current <br />$5.00 fee that is charged at these clinics. The veterinarians are trying to cover their cost and <br />other counties, such as Durham are charging more than $5.00 per vaccine. The process to <br />change these fees would involve a recommendation to the BOCC. <br />After a discussion with the ASAB members it was decided that an inquiry would be made to the <br />County Attorney, Geoff Gledhill, regarding the legal requirements for changing the fee charged <br />at County vaccination clinics. It was also decided that Mr. Marotto would speak further with the <br />three veterinarians to see what amount would be required in order for them to continue providing <br />their services at these low cost vaccine clinics. One idea that emerged in the discussion was to <br />keep the fee at $5.00 but to offer the participating veterinarians an additional sum to offset their
