Animal Services Advisory Board (ASAB) <br />Approved Minutes for September 20th, 2006, Meeting <br />Present ASAB Members: Daniel Textoris, Lisa Smith, Ross Oglesbee, DeWana Anderson, DVM, <br />Moses Carey, Jr., Pat Sanford, Jean ConneratLevine, James Kramer, Susan Elmore, DVM, <br />Bonnie Norwood, Caroline Green and Kristine Bergstrand, DVM. <br />Absent ASAB Members: Tracy Carroll, Chair, ASAB.. <br />Others in Attendance: Bob Marotto, Animal Services Director; Joe Pulcinella, Animal Shelter <br />Director; Irene Paul, Animal Control Manager; and Paula Ragan, Administrative Assistant. <br />Public Speakers in AttendanceNone <br />Welcome and Opening Comments Kristine Bergstrand, DVM, ViceChair, ASAB. <br />Meeting Agenda: Motion was made by Ross Oglesbee and seconded by Moses Carey, Jr. to <br />approve the Proposed Agenda dated September 20, 2006. VOTE: Unanimous. <br />Approval of Meeting Minutes: Motion was made by Moses Carey, Jr. and seconded by Ross <br />Oglesbee to approve the minutes dated August 16, 2006, with the addition of the names of <br />members of the public who had signed up to speak. VOTE: Unanimous. <br />General Public Comments None. <br />Unfinished Business— <br />Tethering Committee Update: Bob Marotto gave an overview of the first meeting held by the <br />members of the committee on September 6 th , 2006, and provided a draft summary of what <br />occurred at the meeting. During the meeting there was a discussion of the charge of the <br />committee and how to expand the committee from its current two members to seven members, <br />what the definitions of the other five positions should be, and how to go about soliciting for <br />applicants to fill these positions. It was learned after speaking with the County Clerk’s office that <br />committee creation was the responsibility of the Board of County Commissioners (BOCC). A <br />motion was made by Ross Oglesbee and seconded by Pat Sanford to request that the Board of <br />County Commissioners create, or alternatively give the Animal Services Advisory Board <br />authority to create, a committee including a cross section of the community to investigate, <br />analyze and facilitate resolution of the tethering issue; and that that committee have seven <br />members and consist of two Animal Services Advisory Board, a representative from Law <br />Enforcement, an Animal Behavior expert, an Animal health expert, an advocate for limiting or <br />prohibiting tethering, and an advocate of retaining the County’s current tethering regulation. <br />VOTE: Unanimous <br />Animal Shelter Foster Program Review: Ross Oglesbee and Joe Pulcinella discussed <br />and reviewed with the ASAB members all questions, comments and concerns with regard <br />to the revised working documents presented at the meeting.
