Approved ASAB Meeting Minutes— <br />November 15 th , 2006 <br />Page 2 <br />Design CommitteeBob Marotto gave an update, some appointments have been made, we are <br />still waiting on staff appointments but things are moving along quickly. <br />New Animal Services FacilityBob Marotto reported that the contract for architectural and <br />engineering services was approved at the end of last month by the BOCC for a design team that <br />consist of a local firm, Dickson & Weinstein and Animal Arts a Colorado based firm that <br />specializes in animal facilities. In preparation for design activities, “best practice” facility visits <br />were organized using funds from a Park Foundation grant awarded for that purpose. The <br />architectural firm has agreed to do a digital profile of the different shelters to bring back to the <br />design committee as well as other members with the design team. <br />Sites were selected in terms of their reputation for being at the cutting edge of such design <br />generally and with regard to being comparable to our Animal Services Department scope of <br />service and operation. The project architect and engineer along with Bob Marotto visited six <br />shelters in the west and southwest, and the principal architect and Bob visited five other shelters <br />in other areas of the country. Bob offered a few observations based upon the initial trip: overall <br />flow may be quite refined with respect to infectious disease control; adoption and other public <br />areas have become positive and inviting; and usually programs find that they have outgrown <br />their building program by the time that a new building is built. <br />Also, Bob mentioned that the Orange County Arts Commission had contacted him about the <br />possibility of purchasing two figurative dog sculptures this fiscal year, which could be moved <br />around to different county facilities between the time they are bought and the time the new facility <br />opens. <br />Foster Program Review Figures on foster activity were provided for the month of October <br />2006. <br />Foster Program Oversight CommitteeDaniel Textoris and Tracy Carroll will be working with <br />staff to prepare for the upcoming sixmonth review of the foster program. <br />Adoption/Placement CommitteeBob Marotto reported that two meetings have been held. A <br />discussion was held at the first meeting about “How do we think about placement”. Three <br />factors were identified in addressing that question: (1) temperament of the animal; (2) skill and <br />experience of the owner; and 3) the match between the owner and the animal. Committee <br />members agreed that all three elements are important in thinking about responsible placements <br />through the shelter. <br />Jessica Allison gave a summary of the second meeting held by the committee. Some points <br />discussed were to look at other public and private facilities to see how their adoption and overall <br />placement programs work. They talked about rescue programs and the need to set certain <br />criteria, procedures and policies to place animals in respect to the three elements discussed at the <br />first meeting. Also, they discussed the Meet your Match program, an adoptability program for <br />dogs, cats and puppies designed to best match them with their owners.
