Animal Services Advisory Board (ASAB) <br />Approved Minutes for March 15, 2006, Meeting <br />Present ASAB Members: Tracy Carroll, Daniel Textoris, Lisa Smith, James Kramer, Kristine <br />Bergstrand, Jean H. ConneratLevine and Pat Sanford. <br />Absent ASAB Members: Moses Carey, Jr., Ross Oglesbee, Bonnie Norwood, DeWanna <br />Anderson <br />Others in Attendance: Animal Services Director Bob Marotto, Animal Shelter Director Joe <br />Pulcinella, Animal Control Manager Irene Paul and Administrative Assistant Paula Ragan. <br />Welcome and Opening Comments Chair of the ASAB Committee, Tracy Carroll <br />Motion was made by Daniel Textoris and seconded by Jean ConneratLevine to approve the <br />Proposed Agenda dated March 15, 2006. VOTE: Unanimous <br />Motion was made by Daniel Textoris and seconded by Kristine Bergstrand to approve the <br />minutes dated January 18, 2006. VOTE: Unanimous <br />Unfinished Business <br />Update on Adoption Appeals Committee given by Bob Marotto, Animal Services Director: <br />Adoption Appeals Guidelines were reviewed by Sean Borhanian Assistant County Attorney, who <br />recommended that as twostep process be formalized: namely, initially, there be a review of a <br />denial by the Animal Shelter Director, and that if the denial was upheld, the appellant be referred <br />to the Adoptions Appeals Committee. Thus he revised the overall procedure description. Staff <br />and ASAB members who previously worked on drafting this procedure agreed that a more formal <br />twostep appeal process was desirable and did not represent a substantive change from the <br />version of the appeals procedure that the ASAB adopted. No concerns arose in the ASAB <br />discussion and Bob Marotto agreed to electronically forward the revised Adoption Appeals <br />Procedure to ASAB members. <br />Update on Dangerous Dog Appeal Committee: Animal Services Director, Bob Marotto, Pat <br />Sanford and JeanConneratLevine together summarized the most recent hearing held by the <br />Dangerous Dog Appeal Committee. Bob Marotto also summarized the Superior Court appeal <br />that has been filed in this case regarding whether the County has jurisdiction to offer hearings <br />when a dog is declared dangerous (as opposed to potentially dangerous) as well as whether the <br />Committee’s decision was correct and proper (if it was found that there is jurisdiction). He <br />indicated that this matter had been referred to and reviewed with the Office of the County <br />Attorney, which would work with Animal Services staff in that appeal process. <br />Adjusted Animal Shelter Adoption Process: Animal Shelter Director Joe Pulcinella described <br />some recent changes that have been made in the adoption process and their rationale.
