ASAB Approved Minutes— <br />August 16 th , 2006, Meeting <br />Page 2 <br />Personnel Department. She and Mr. Marotto further indicated that any operational concerns <br />raised in the letter would be identified by Mr. Marotto so that these issues could be considered in <br />an appropriate way. <br />Review of Select Department Updates: Robert Marotto, Director, Animal Services Department <br />presented select department updates based upon an August 16 th , 2006, memorandum <br />summarizing recent activities and accomplishments in the Animal Control and Animal Shelter <br />Divisions of the Animal Services Department. <br />Animal Services Facility Project: Information about the existing shelter and shelter site was <br />presented including that the site lease was expected to be extended through the latter part of 2009 <br />and that required environmental remediation would not require the closure of the shelter. The <br />remediation itself is expected to occur over a period of several months in the winter of 2007/2008 <br />and it will necessitate alternative access to and parking for the shelter. <br />A number of proposals from teams including a local and a nationally known architect <br />specializing in animal shelter design have been received, and they will be reviewed by staff and <br />County Commissioners over the next several weeks. The Board of County Commissioners <br />(BOCC) will be appointing a Design Committee concurrent with the selection of the Architect. <br />Some of the members for this committee will be coming from the community at large and that <br />there should be two representatives from the ASAB. Motion was made by Tracy Carroll and <br />seconded by Daniel Textoris to nominate Dr. Susan Elmore and Pat Sanford for the Design <br />Committee for the new Animal Shelter.VOTE: Unanimous <br />Citizen Concerns: Tracy Carroll and Bob Marotto spoke on the manner in which citizen <br />concerns should be received, acknowledged, reviewed and processed regarding all operations <br />and activities conducted under the auspices of the Animal Services Department. Included in the <br />ASAB packet is a memorandum dated August 8 th , 2006 from Bob Marotto listing some of the <br />specific citizen concerns that have recently been brought to his attention. <br />It was recommended in addition to the public comment section offered during ASAB meetings that <br />some type of defined process should be put in place to receive, respond and include citizens <br />concerns and that concerns and complaints will be integrated into the ASAB Agenda. Motion <br />was made by Ross Oglesbee and seconded by Jim Kramer that there will be drafted a complaint <br />process and procedure in a timely manner. VOTE: Unanimous. <br />Tethering: Bob Marotto gave a reprise of prior ASAB discussions regarding tethering and the <br />current provisions and regulations that are in place with Orange County. He noted that Irene <br />Paul, Animal Control Manager has worked on an instrument that can and should be used by <br />Animal Control Officers in conduct of inspections regarding tethering. He also noted that there <br />are expressions of deep community concerns about tethering in Orange County as well as <br />Durham County that have brought the issue to the attention of the ASAB and resulted in other <br />developments such as the adoption of a resolution by Durham’s InterNeighborhood Council. <br />The following citizens spoke and gave their views on prohibiting or limiting tethering in Orange <br />County and provided various types of related handouts: Amanda Arrington, Suzanne Roy, Emily <br />Weinstein, and Marlene Hankins.
