Animal Services Advisory Board (ASAB) <br />Approved Minutes for October 17, 2007 Meeting <br />Present ASAB Members: Daniel Textoris, Pat Sanford, Susan Elmore, Jean Connerat Austin, James <br />Kramer, Caroline Green, Bonnie Norwood, Tracy Carroll and Kristine Bergstrand <br />Absent ASAB Members: Ross Oglesbee, Moses Carey and Dewana Anderson <br />Others in Attendance: Animal Services Director Bob Marotto, Animal Control Manager Irene Paul, <br />Animal Shelter Manager Jessica Allison, Administrative Assistant Paula Ragan and Animal Shelter <br />Program Coordinator Sarah Fallin. <br />Public Members Present: None <br />Welcome and Opening Comments—ASAB Chair, Kristine Bergstrand <br />Motion was made by James Kramer and seconded by Jean Connerat Austin to approve the Agenda dated <br />October 17, 2007. VOTE: Unanimous <br />Motion was made by James Kramer and seconded by Jean Connerat Austin to approve the Minutes dated <br />September 19, 2007. VOTE: Unanimous <br />General Public Comment—None <br />Unfinished Business <br />Pet Overpopulation Committee –Caroline Green reported that a meeting was held on September 11, <br />2007 and the members came up with a list of items to research and investigate. The committee will be <br />looking at programs that not only could help end pet over population in Orange County, but to develop <br />programs that are efficient and cost effective. Other goals include looking at ways other counties, states <br />and organizations have been successful in curbing pet over population and to help the citizens of Orange <br />County be more aware and responsive to the problem. <br />Animal Placement and Fostering Updates—Jessica Allison gave a brief summary of accompanying <br />documents on the foster program and sheltering activities for the month of September.She also reported <br />that staff is continuing to prepare the Foster Program Report for the upcoming board meeting in January. <br />Adoption/Placement Committee Progress Report—Jessica Allison reported that the committee met on <br />September 28, 2007 and several issues were identified and some required additional input from the <br />County Attorney. At this time they are in the process of revising the document giving the feedback from <br />select rescue organizations. Once the revisions are made the document will be sent back out to the <br />representatives of these rescue groups for further review and feedback. The committee is considering <br />offering micro chipping at no cost to the Partner Placement Groups. The one outstanding issue being <br />reviewed and discussed at this time with Orange County’s Risk Management Group is whether or not <br />each rescue group should be required to have their own liability insurance for any damages that may <br />occur after the animals have been transferred from the shelter to the rescue groups.
