Approved ASAB Minutes <br />November 28, 2007 <br />Page 2 <br />Old Business <br />Fine Adjustment Update—The proposal to increase Fines and Fees, presented at the November 15 th <br />Board of County Commissioners meeting, was accepted by a vote of 4 to 1. Because the vote was not <br />unanimous, it will be necessary to return to the BOCC for a second reading on December 3, 2007. There <br />was a discussion of the concerns that led to a vote that was not unanimous and how to best prepare for <br />the upcoming second hearing. <br />Tethering Ordinance Update— Jean Austin reported that generally there was a positive response from <br />the County Commissioners when they discussed the report of the Tethering Committee at one of their <br />recent Work Sessions. It was reported that Commissioners requested (1) a frequently asked questions <br />sheet and also that (2) the report abstract be used to bring the matter to the attention of residents when <br />the ordinance amendment was heard. A meeting is scheduled between staff and the County Attorney to <br />discuss the amendment that will be drafted and it is to be presented to the ASAB in January or February <br />before being presented to the County Manager. <br />Pet Overpopulation Committee— Pat Sanford reported that a meeting was held on November 1, 2007, <br />and the committee members are currently reviewing what other communities are doing, among other <br />things. She also reported that there will be another meeting held tomorrow night and that some people <br />from feral cat rescue groups are expected to attend to speak about the o going problem of feral cats in <br />Orange County. <br />Animal Placement and Fostering Updates—Jessica Allison gave a brief summary of accompanying <br />documents on the foster program and sheltering activities for the month of October. She also reported <br />that staff is continuing to prepare the Foster Program Report and the target date for that has been moved <br />to February. It was decided to reconvene the Foster Committee to participate in that review and Daniel <br />Textoris, Tracy Carroll and Rachel Beckham all agreed to participate as members of that Committee. <br />Adoption/Placement Committee Progress Report—Jessica Allison reported that the County Attorney has <br />reviewed the revised document and there were a couple of areas identified that require more feedback <br />from select rescue organizations. Once that additional information has been gathered, the working <br />documents will again be reviewed by the County Attorney and then be presented to the ASAB. <br />New Business <br />2008 Officer Elections A written ballot was taken and the vote was unanimous: Ross Oglesbee was <br />elected as Chair and Susan Elmore as ViceChair. <br />Hillsville Puppy Mill Dogs—Jessica Allison reported that in midNovember hundreds of dogs and <br />puppies were rescued from a puppy mill in Carroll County, Virginia, through a coordinated national <br />effort. Only one of the twentyfive animals rescued from the puppy mill by the Animal Services <br />Department remains at the Orange County’s Animal Shelter. Some of the animals rescued are being <br />housed with placement partners but most have been adopted.
