Approved Animal Services Advisory Board (ASAB) <br />Minutes for November 28, 2007, Meeting <br />Present ASAB Members: Daniel Textoris, Pat Sanford, Susan Elmore, Jean Austin, James Kramer, <br />Bonnie Norwood, Dewana Anderson, Tracy Carroll, Rachel Beckham and Suzanne Roy <br />Absent ASAB Members: Moses Carey and Kristine Bergstrand <br />Others in Attendance: Animal Services Director Bob Marotto, Animal Control Manager Irene Paul, <br />Animal Shelter Manager Jessica Allison and Administrative Assistant Paula Ragan. <br />Public Members Present: Ms. Caroline Green and Mr.David Sykes <br />Welcome and Opening Comments—ASAB Vice Chair, Ross Oglesbee, called the meeting to order. <br />Ms. Oglesbee recognized, acknowledged and thanked Ms. Caroline Green for her services on the ASAB. <br />New members Suzanne Roy and Rachel Beckham were welcomed and introduced themselves <br />Motion was made by James Kramer and seconded by Jean Austin to approve the Agenda dated November <br />28, 2007 with one change, to move item 7b to item 2 and to add Fines and Fees to item 6.VOTE: <br />Unanimous. <br />Motion was made by Jean Austin and seconded by James Kramer to approve the minutes dated October <br />17, 2007 with typographical errors corrected.VOTE: Unanimous <br />General Public Comment—Mr. David Sykes submitted a request that the Public Nuisance section of the <br />animal ordinance be amended to include the crowing of roosters, and described the circumstances that <br />led him to make this request. He resides in a residential neighborhood in the western part of the county, <br />and his nextdoor neighbor has a number of roosters that are very loud and greatly disturb the peace. <br />Irene Phipps, Animal Control Manager gave some background on conversations she has had with the <br />County Attorney regarding this situation. The County Attorney said that an amendment would have to be <br />made to the current ordinance, as there was no other applicable ordinance that could be enforced in Mr. <br />Syke’s circumstances. <br />Motion was made by Pat Sanford and seconded by Tracy Carroll for the Animal Control Staff to <br />research and go forward with the County Attorney to bring something back to the board with a proposal <br />of how to amend the current ordinance. VOTE: Unanimous <br />ASAB Housekeeping—Paula Ragan circulated the most recent copy of the ASAB member contact <br />information list provided by the County Clerk’s office and asked that each member review his or her <br />contact information and write in any changes that need to be made. Ms. Ragan will submit requests for <br />changes to the Clerk’s office for revisions and a new member list will be distributed at the January 2008 <br />meeting. <br />The 2008 ASAB Meeting Calendars were distributed to each member of the board and the meetings will <br />be on the regular schedule on every third Wednesday of the month. There will be no meeting in <br />December.
