Animal Services Advisory Board (ASAB) <br />Approved Minutes for June 20th, 2007 Meeting <br />Present ASAB Members: Daniel Textoris,Kristine Bergstrand, Ross Oglesbee, Pat Sanford, <br />Bonnie Norwood, Susan Elmore, DeWana Anderson, Jean Connerat Austin and Moses Carey. <br />Absent ASAB Members: James Kramer, Tracy Carroll and Caroline Green <br />Others in Attendance: Animal Services Director Bob Marotto, Animal Shelter Operations <br />Manager Jessica Allison, Animal Control Manager Irene Paul and Administrative Assistant <br />Paula Ragan. <br />Public Members Present: None <br />Welcome and Opening Comments—Chair of the ASAB Committee, Kristine Bergstrand <br />Motion was made by Ross Oglesbee and seconded by Pat Sanford to approve the Agenda dated <br />June 20, 2007 as amended with three changes: under New Business add two items, 1 <br />Reappointments, 2Convey appreciation to members of the ASAB for Volunteer Appreciation <br />Week, and add 3Proposed amendment of Dangerous Dogs. VOTE: Unanimous <br />Motion was made by Ross Oglesbee and seconded by Daniel Textoris to approve the Minutes <br />dated March 21, 2007 with one correction in paragraph 2 under the Tethering Committee <br />section. VOTE: Unanimous <br />General Public Comment—None <br />Unfinished Business <br />Pet Tax Amnesty—Bob Marotto reported that after the ASAB’s prior discussion and discussion <br />with staff there remained concerns including equity ( people who pay versus people who don’t <br />pay), which could result in illwill within the community and logistical difficulties in issuing <br />registration notices. ASAB discussion led to agreement that there should not be an amnesty <br />program and also that there should be no fine associated with people paying pet tax. Instead, it <br />was suggested that the staff and the ASAB look at other ways to approach the community in a <br />positive way to bring people in to the system. Some of the ways suggested were to work with <br />people on an individual basis, voluntarily compliance, make registration forms more user <br />friendly, place ads in various papers. <br />Tethering Committee Kristine Bergstrand reported that there were two meetings held in April <br />and one in May. Summaries from these meetings were provided to each member. During these <br />meetings public comment periods were received from citizens who shared their views and <br />opinions on tethering issues.The committee is preparing a proposal to bring back to the Animal <br />Services Advisory Board meeting for review and discussion as the next step in this policy <br />process.
