Approved ASAB Minutes— <br />July 18th, 2007 <br />Page 2 <br />Unfinished Business (cont’d)— <br />Keeping of Wild Animals Ordinance Task Force—Ross Oglesbee gave an update. She <br />indicated that she is still working on a report about the work of the Committee. She also <br />indicated that the Task Force will have one more meeting before presenting the report to the <br />ASAB. <br />Animal Placement and Fostering Updates—Jessica Allison gave a brief summary of <br />accompanying documents on the foster program and sheltering activities for the month of June. <br />She also reported that a meeting of the ASAB Adoption/Placement Subcommittee is scheduled for <br />this month and items on the agenda include a draft document concerning placement partners, off <br />site adoptions, and the new monthly report format. <br />With regard to adoptions, Bob Marotto reported that Animal Services continues to work to <br />increase outreach by using posters, pet of the week photos, and other opportunities to represent <br />out adoptable animals on the internet. Generally, staff is taking advantage of these types of <br />opportunities to raise the profile of the shelter in the community in ways to bring people to shelter <br />for adoptions. There is also discussion underway about Channel 265 including the possibility of <br />an Animal Services segment in the future. <br />Fines and Fees—The Board Of County Commissioners did approve the increase of the <br />registration fee for intact dogs and cats from $10 to $30 for fiscal year 20072008, with the <br />understanding that the $20 different will be committed to a community spay/neuter fund. It was <br />assumed when we went through the budget process that the change would have some affect on the <br />present registration fees for Carrboro and Town of Chapel Hill. Since then we have learned that <br />there needs to be a specific action taken by Town of Carrboro and Town of Chapel Hill to adjust <br />their own fees. Staff will continue to communicate and coordinate with the officials of the two <br />townships to encourage them to review their registration fees and structures in light of the <br />changes the County has made and the rational we used for making them—namely, reducing the <br />number of dogs that are intact and reproducing. Motion was made by Ross Oglesbee and <br />seconded by Jean Connerat Austin to go ahead with the increase from $10 to $30 that was <br />approved by the Board of County Commissioners.VOTE: Unanimous. <br />The BOCC did not adopt fine increases for violations of select animal ordinances as part <br />of the budget process. Rather, the BOCC asked that staff return to it with a public <br />relations plan that would make people aware of those fine increase in advance of their <br />implementation and provide justification for the increases. The objective is to <br />immediately put together a work team to develop elements of the plan and return to the <br />ASAB at August meeting for review and feedback so that the recommended fine increases <br />can again be presented to the BOCC as soon as possible. <br />New Business <br />Project and Activity Schedule—Bob Marotto presented the ASAB with a draft schedule <br />of the various Animal Services activities and projects that are currently underway for <br />calendar years 2007 and 2008.
