ASAB Approved Minutes—
February 21st, 2007
Page 2
New Animal Services FacilityBob Marotto reported that the architects expect to have available
a needs assessment which will include a program for the building in the coming weeks. The
program will be in the neighborhood of 20,000 square feet and the facility cost is expected to be
in approximately $4.24.5 million dollars. Programming has been done in the context of a master
plan such that if there needs to be expansion it can be done in a logical and meaningful way. As a
number of questions have been asked, Bob has advocated that there be another meeting of the
Design Committee, in which the needs assessment and program are reviewed again and the
issues that are outstanding be addressed.
The BOCC approved acquisitions for the two dog sculptures created by Mike Roig for the new
Animal Services facility. They will be initially exhibited in Hillsborough beginning on March 5 th .
Foster Program Review Figures on foster activity were provided for the month of January
2007. Animals in foster homes are being tracked carefully ensuring that we have appropriate
followup. The six month report continues to be postponed due to staffing vacancies but it is
something to which staff will return as time allows and they will consider the advantages of
growing this program and the prerequisites of doing so.
Keeping of Wild Animals Ordinance Task Force It was decided to schedule two task force
meetings and come back to the ASAB with reporting before the next ASAB meeting in March.
Staff committed to organize these meetings.
Adoption/Placement CommitteeBob Marotto reported that the last meeting was held
two weeks ago, and that there was a review of data that has been compiled from
September 2006December 2006 and January 2007. The committee discussed reasons for
certain trends that apparent from the data, and identified various challenges as well as
changes. One staff initiative has been more positive outreach including marketing on a
more regular basis, producing flyers to place throughout the community, training
volunteers for offsite adoption, etc. A general discussion of other advertising and
outreach options ensued.
New Business
Animal Services Fee Study Study was presented by Donna Coffey, Director of Budget
and Katherine Cathey, Budget Analyst. They note that their office, in partnership with
county departments, conducts periodic fee studies to ensure that fees remain uptodate,
and that the last time that Animal Control Fees and fines were updated was during fiscal
year 19941995. Their joint study of animal services fees looks at the current fee
structure, and short term and longterm initiatives.
On the basis of their presentation, a series of motions were made and passed regarding
specific fees adjustments. A motion made by Pat Sanford and seconded by Kristine
Bergstrand that the unsterilized licensing fee increase from $10.00 to $30.00. Vote:
