Animal Services Advisory Board (ASAB) <br />Approved Minutes for February 21 st , 2007 Meeting <br />Present ASAB Members: Daniel Textoris,Kristine Bergstrand, Ross Oglesbee, DeWana <br />Anderson, Pat Sanford, Caroline Green, Bonnie Norwood, Moseys Carey and, Susan Elmore. <br />Absent ASAB Members: James Kramer, Ross Oglesbee, Tracy Carroll and Jean Connerat <br />Austin <br />Others in Attendance: Animal Services Director Bob Marotto, Animal Shelter Operations <br />Manager Jessica Allison, Animal Control Manager Irene Paul, and Administrative Assistant <br />Paula Ragan. <br />Public Members Present: None <br />Welcome and Opening Comments—Chair of the ASAB Committee, Kristine Bergstrand <br />Motion was made by Pat Sanford and seconded by Susan Elmore to approve the minutes dated <br />January 17, 2007. VOTE: Unanimous <br />Motion was made by Bonnie Norwood and seconded by Moses Carey to approve the Agenda <br />dated February 21, 2007 as amended with three changes,(1) to remove Beth LivingstoneThe $20 <br />Fix (Animal Kind) from the agenda (as she is unable to attend); (2) add Dangerous Dog <br />Committee and (3) add identification for animals leaving the shelter. VOTE: Unanimous <br />General Public Comment—None <br />Unfinished Business <br />Dangerous Dog Committee—There haves been three appeal hearings on four dog since the last <br />ASAB meetings. One case involved two dogs deemed potentially dangerous, and those <br />declarations were upheld. A second case involved a dog inflicting very serious injury to a jogger, <br />along with an accompanying dog that behaved aggressively toward the jogger. The latter dog <br />was declared potentially dangerous and that declaration was upheld (whereas the former dog <br />was declared dangerous and such a declaration does not require an appeal). A third case <br />involved a larger dog that left owners property and attacked a smaller dog that required <br />hospitalization In that case, a potentially dangerous dog declaration was made and upheld. <br />In light of the discussion of these cases, it was requested that the summary of results from appeals <br />hearing be distributed to all ASAB members. Staff indicated that they would do so with future <br />potentially dangerous dog hearings. . <br />Tethering CommitteeBob Marotto reported that the first meeting of this BOCCappointed <br />Committee is being held next week, and that all but one of the positions has been filled. (The <br />position for an advocate for tethering has not yet been filled). The direction of the committee is <br />to try and reach findings within three months and bring back findings to the ASAB for review <br />before any recommendation are made to the BOCC.
