Animal Services Advisory Board (ASAB) <br />Approved Minutes for April 18th, 2007 Meeting <br />Present ASAB Members: Daniel Textoris,Kristine Bergstrand, Ross Oglesbee, Pat Sanford, <br />Caroline Green, Bonnie Norwood, Susan Elmore, DeWana Anderson and Moses Cary. <br />Absent ASAB Members: James Kramer, Tracy Carroll and Jean Connerat Austin <br />Others in Attendance: Animal Services Director Bob Marotto, Animal Shelter Operations <br />Manager Jessica Allison, Animal Control Manager Irene Paul and Administrative Assistant <br />Paula Ragan. <br />Public Members Present: None <br />Welcome and Opening Comments—Chair of the ASAB Committee, Kristine Bergstrand <br />Motion was made by Ross Oglesbee and seconded by Bonnie Norwood to approve the Agenda <br />dated April 18, 2007. VOTE: Unanimous <br />Motion was made by Ross Oglesbee and seconded by Caroline Green to approve the Minutes <br />dated March 21, 2007.VOTE: Unanimous <br />General Public Comment—None <br />Unfinished Business <br />Tethering Committee Kristine Bergstrand reported that at the last meeting Animal Control <br />Officers and Veterinarians from 3 other counties spoke regarding changes that had been made to <br />have a more restrictive Tethering Ordinance in their counties. They discussed how it came to be, <br />how it is enforced, how the public received the changes, what is their compliance, have good <br />things happen since the ordinance had changed. It was reported that they were very pleased with <br />the results and that there had been fewer dog bites, fewer cruelty cases, few challenges from <br />citizens and overall everyone was satisfied with the outcome of the change. Some of the Orange <br />County Animal Control staff were present at the meeting and were able to ask questions to get a <br />better understanding of how a change to the tethering ordinance would affect enforcement. <br />A consideration that was raised is that it should be explored further, is the extent to which the <br />county has more restrictive tethering have more restrictions on other enclosures. A concern that <br />comes up, is that rather people are going to find a smaller enclosure or crate that isn’t anymore <br />humane arguably as an alternative that puts them into compliance and is not better for the <br />animal. A public hearing is being held on May 23 rd , 2007, handouts have been posted and handed <br />out within the county to invite the public to speak. The intent for the Tethering Committee is that <br />the results come tot the Animal Services Advisory Board. Then the ASAB would go through <br />process of deliberation and consider whether and what recommendations to make to the BOCC.
