Animal Services Advisory Board
November 19, 2008 Meeting
Approved Minutes
Page 2

Potentially Dangerous Dog Committee—No appeals were heard during this time period.

Placement Partner Committee—Bob Marotto reported that some alternative language has been
proposed for the rescue organizations that may not be able to provide corporate liability
insurance. The Risk Management Team and the County Attorney will need to review the
information and after that process it will come back to this board for final review in January
2009 before submitting to the BOCC.

Spay/Neuter Committee—Ms. Oglesbee reported that the Strategic Plan has been revised and a
handout of this document was distributed to members. She urges everyone to review the
document carefully and to send any comments or feedback to Bob Marotto no later than
December 15, 2008. Information will have to be presented to the BOCC for some type of
approval, assessment of cost and investments and what it is that we are actually doing with
appropriated funds.

October Statistical Summary—Mr. Drew Brinkley gave an overview of the October 2008,
statistical summary. There were a total of 405 animals admitted to the shelter, and compared to
previous months the intake numbers seem to be dropping as a result of seasonal changes. It was
requested (again) that the summary be done in a larger font so that it can be easier to read.

New Business—

Rabies Update— There have been a total of 20 positive rabies cases reported to date ( one
higher than last year). The most recent positive rabies case was a rabid calf on a local farm;
both the owner and his son are receiving the prophylaxis treatment. Animal Control does not
have jurisdiction for livestock but coordinated with the Department of Agriculture on its
investigations and actions.

2009 Officer Election—The proposed Slate of Officers for 2009 consisted of Susan Elmore for
Chair and Jean Austin for Vice Chair. The slate of officers was accepted as proposed by a
unanimous handwritten vote (10-yes and 0-no).

2009 Calendar—Paula Ragan reviewed the proposed 2009 Calendar and it was requested that
the January and February meetings be changed to the second Wednesday of the month instead of
the third Wednesday. The revised final calendar will be sent out electronically to all members.

Standing Committees—Ross Oglesbee and Rob Gray volunteered to be on a Task Force staffed
by Bob Marotto that would look at the by-laws and regulations for the Animal Services Advisory
Board. Specific topics to be considered through the review process include some kind of stated
practice or procedure for constituting non-standing committees (including their charge and
member appointment); and the orientation of new ASAB members.
