Animal Services Advisory Board (ASAB) <br />Approved Minutes for November 19, 2008 Meeting <br /> <br /> <br />Present ASAB Members: Daniel Textoris, Bonnie Norwood, Dewana Anderson, Pat Sanford, <br />Jean Austin, Moses Carey, Rob Gray, Suzanne Roy, Rachel Beckham and Ross Oglesbee. <br /> <br />Absent ASAB Members: Kris Bergstrand, Tracy Carroll and Susan Elmore. <br /> <br />Others in Attendance: Animal Services Director Bob Marotto, Assistant Shelter Manager <br />Andrew Brinkley and Administrative Assistant Paula Ragan. <br /> <br />Public Members Present: Ted Dorsi <br /> <br />Welcome and Opening Comments—ASAB Chair, Ross Oglesbee, called the meeting to order. <br /> <br />The ASAB members acknowledged and thanked Moses Carey for all of his contributions, <br />dedication and professionalism as liaison to the board. <br /> <br />Ms. Oglesbee introduced and welcomed newly appointed ASAB member Rob Gray. <br /> <br />Motion was made by Moses Carey and seconded by Jean Austin to approve the Agenda dated <br />November 19, 2008. VOTE: Unanimous. <br /> <br />Motion was made by Moses Carey and seconded by Pat Sanford to approve the minutes dated <br />October 15, 2008. VOTE: Unanimous <br /> <br />General Public Comment—None <br /> <br />Unfinished Business— <br /> <br />Tethering Ordinance Update—Bob Marotto reported that proposed tethering ordinance passed on the <br />second reading. There were some additional exemptions included in the amendment: one was camping in <br />recreational areas, and the other was for dogs that are outside in the presence of someone. Also, the <br />minimum enclosure size was eliminated at this time. We will return to the BOCC on the 11th of December <br />to present a Public Relations Plan similar to the one prepared for the fine and fees adjustments. This <br />plan would be implemented during the next eighteen months so that we do everything possible to make <br />community members aware of the changes. We will also be developing some evaluative indicators and <br />providing several reports to the BOCC on the process of implementation and enforcement. <br /> <br />Dangerous Dog Task Force—Appointed members are: Chair- Pat Sanford, Bonnie Norwood and Jean <br />Austin. A meeting is scheduled for Tuesday December 2, 2008 and will be posted on the Public Calendar. <br />The charge of the committee is to review the regulations as they pertain to dogs that have been identified <br />as dangerous or potentially dangerous and to recommend possible changes to the Orange County Animal <br />Control Ordinance. <br /> <br /> <br />
