Animal Services Advisory Board Meeting <br />Approved Minutes <br />March 19, 2008 <br />Page 2 <br />Animal Noise Ordinance—Irene Phipps gave an update on an item that was discussed at the November <br />2007 ASAB meeting regarding a request from an Orange County citizen (David Sykes) to review the <br />current Animal Ordinance as it relates to the noise disturbance associated with roosters. Presently the <br />County’s ordinance only addresses nuisance barking and does not allow any type of resolution for other <br />animal noises. In 2007, the Animal Control Division of Animal Services received only three complaints in <br />different locations regarding roosters and specifically the noise that they make. Research was conducted <br />on Municode to determine which counties around the state had ordinance provisions to address these <br />issues. Ms. Phipps provided members of the board with a report listing the findings. <br />A motion was made by Jean Austin and seconded by Moses Cary that the Animal Services Advisory Board <br />does not feel it is appropriate to move forward with a recommendation that the Animal Ordinance be <br />changed but that there be further contact with Mr. Sykes regarding potential civil relief. VOTE: <br />Unanimous <br />Pet Overpopulation Committee—Pat Sanford reported that they gathered a lot of information at the last <br />meeting and Beth Livingston of Animal Kind reported that at the present time they are spaying and <br />neutering about 100 animals a year in Orange County without any funds from Orange County Animal <br />Services and that at an average cost per surgery of $75$100 they could do 100 more surgeries. Animal <br />Kind would do all the administration and currently Animal Kind has contracts with local veterinarians. <br />Ms. Sanford also reported that the feral cat caretakers are coming back to discuss how to handle feral cat <br />colonies and to try and reduce the number of feral cats coming in to the shelter. <br />Bob Marotto reported that there is now $16,000.00 in the County’s Community Spay Neuter fund and that <br />the amount is expected to grow to $25,000 or more before the end of the fiscal year. Some of the funds <br />were used for the Spay Day USA program where we sterilized 20 animals belonging to clients of the <br />Department of Social Services. The actual list was 31 animals but due to the exact compliment of <br />males/females and cats/dogs, we were only able to process 20 that particular day. We plan on going back <br />to the veterinarian with a supplemental contract to capture the other eleven animals. The plan is to use <br />remaining money in this account in the last quarter for a variety of programs, which will help with the <br />prevention of unwanted pets that end up in the shelter. The committee will come back at the next board <br />meeting with a specific programmatic and monetary recommendation and proceed on that basis. <br />Adoption/Placement Committee—Bob Marotto would like to get support from the ASAB for the <br />agreement and the guideline documents that have been developed by the committee. The idea is to be in a <br />position to finalize the documents in the near future, and that would require review and approval by the <br />Board of County Commissioners <br />• A motion was made by Jean Ausitn and seconded by Kris Bergstrand to add “appropriate <br />socialization” after the word veterinary care of item 2 on page 2 of the document. VOTE: <br />Unanimous <br />• A motion was made by Jean Austin and seconded by Kris Bergstrand to remove the word “may” <br />and replace it with the word “must” in item 10 of page 4. VOTE: Unanimous <br />• A motion was made by Moses Cary and seconded by Kris Bergstrand to strike the last sentence of <br />item 10 of page 4.VOTE: Unanimous
