Page 2 <br />Unfinished Business— <br />Tethering Ordinance Update— There was a lengthy and detailed discussion of the tethering amendment <br />drafted by the County Attorney in consultation with Animal Services staff on the basis of prior work by <br />the ASAB and the County’s Tethering Committee. Various motions were considered until one received <br />majority support and these are recorded below. <br />• A motion was made by Daniel Textoris and seconded by Susan Elmore to accept the Tethering <br />Amendment as is. There was no second and more discussion was held on the document. Motion <br />did not carry. <br />• A motion was made again by Daniel Textoris and seconded by Susan Elmore to accept the <br />Tethering Amendment and to exclude the class 1 and class 2 licensed kennels for the meantime, <br />with the understanding they would be addressed in the future.There was more discussion about <br />concerns by members about addressing the issue later. Motion did not carry as the vote was 2 in <br />favor and 6 against. <br />• A motion made by Jean Ausitn to present the Tethering Amendment as we have it and exempt the <br />minimal kennel sizes for Class 1 and Class 2 licensed kennels. There was no second and it was <br />requested to have more discussion. Motion did not carry. <br />• A motion was made again by Jean Austin and seconded by Pat Sanford to accept the Tethering <br />Amendment to Orange County Animal Control Ordinance and exempt Class 1 and Class 2 <br />kennels existing as of January 1, 2008, from only the minimal enclosure size requirement. It was <br />understood that the permit requirements and ordinance would be revisited at a later date. This <br />motion carried by a vote of 5 in favor 3 opposed <br />• Motion was made by Pat Sanford and seconded by Jean Austin to accept the overall amendment <br />with the correction of several typographical errors and several wording changes in different <br />sections of the Amendment. This motion carried by a vote of 6 in favor 2 opposed. <br />Once the County Attorneys have made revisions to the proposed Tethering Amendment staff will request <br />that the County Manager place it before the BOCC for its deliberation. <br />FAQ Working Document— Board members were pleased with the work that had been done and gave <br />very positive feedback. There were a couple of typographical changes requested and the board would <br />like to mention public health risk and the amount of tax dollars spent to address this issue. Once changes <br />are made an abstract and amendment to move forward will by completed by the March meeting. <br />New Business— <br />Chair Ross Oglesbee mentioned that a member of the public has made a request to speak with the board <br />at the March meeting to address the adoption of pit bull and pit bull mixes from the shelter. She asked <br />that ASAB members prepare for a discussion of this topic at its March meeting. <br />Approved ASAB Minutes <br />February 20 th , 2008
