<br />Animal Services Advisory Board <br />October 21, 2009 Meeting--Approved Minutes Page 2 <br /> <br />ASAB Memberships— Bob Marotto reported that there was a discussion at the last ASAB <br />meeting that raised some questions. One was whether or not the township appointments that <br />have been recommended to the BOCC had been made by the Townships and the answer was no, <br />that process had somehow been circumvented. The clerk in light of that information would go <br />back to board and it would go back through the normal townships appointment process. The <br />townships make recommendations to the BOCC for their township positions. Another question <br />by the ASAB was, what is our role in filling vacancies? Mike Nelson had identified a process at <br />the last meeting; Mr. Marotto spoke to the clerk’s office about using this process and it was <br />decided that it would be a good way to proceed. That process could include the ASAB inviting <br />qualified applicants to meetings for an opportunity to meet them and vice versa, which may also <br />include a question and answer session. It would be made clear to the applicant that the <br />townships would make the recommendations and not this board. <br /> <br />We currently have 3 vacancies with the board representing the Town of Carrboro, Town of <br />Chapel Hill and a Certified Animal Handler. We decided that since the Town of Carrboro <br />position was vacated first that we would invite qualified applicant(s) to the November meeting. <br />At the same time we would contact appropriate staff with the Carrboro Township to let them <br />know, if they do not already know, that there is a vacancy and that the ASAB has invited the <br />applicant to a meeting. <br /> <br />Dangerous Task Force—Jean Austin reported that the proposal put together by the committee <br />regarding specific enclosures should be tabled at this time. One reason for this is based on a <br />request of statistics provided by Animal Control Manager Irene Phipps regarding dogs that had <br />been declared dangerous over the past 2 years. The data received showed that out of 40 dogs <br />declared dangerous only 5 committed infractions. Ms. Austin feels that there are more pressing <br />issues that the board can work on at this time and with these numbers it may not be justified to <br />move forward with the proposal. <br /> <br /> Potentially Dangerous Dog Appeal—Jean Austin reported that there were two hearings. One <br />was a biker that was approached in an aggressive way; the dog crossed the centerline as it <br />chased a biker and put the person in fear. The other case did not involve a biker, but rather a <br />person handing out flyers in a neighborhood who was attacked by a dog. Both cases were <br />affirmed. <br /> <br />Placement Partner Committee—Nothing to report since the last months meeting. <br /> <br />Monthly Statistical Summaries—Jess Allison reported that the monthly statistics for September <br />are holding steady. Irene Phipps reported that animal control was responsible for bringing in <br />130 animals for the month of September. There were 2 rabies clinics held, one at the Animal <br />Shelter and one at the Government Services Center. There were a total of 283 animals <br />vaccinated. Ms. Phipps also reported that there were a total of 4 rabies exposures, all of which <br />were negative.
