<br />4. Potentially Dangerous Dog Appeal Committee <br /> <br />a. Hearing – the Committee held one hearing since the last meeting <br />and upheld the designation of Potentially Dangerous for a dog who <br />attacked another dog at a dog park in Chapel Hill. <br /> <br />b. Committee Alternatives – The appeals committee will have an <br />opening for the next three months while Mike Stewart is teaching. <br />Three board members agreed to serve as alternates with <br />availability as follows: <br /> <br />Judy – evenings or Monday during day. <br />Michelle – mornings or evenings. <br />Warren – afternoons. <br /> <br /> <br />Unified Animal Control Ordinance <br /> <br />1. Update on BOCC meeting <br /> <br />Susan Elmore provided an update on the October 1, 2013 BOCC meeting <br />that included an agenda item on the proposed unified ordinance. The <br />ASAB watched a video of the BOCC discussion of the ordinance. <br />Discussion centered on the three remaining points of contention: <br />watchdog, trespass and appeals. Staff, ASAB Chair and Vice Chair will <br />work with county attorney’s office and Professor Amy Waal on a new draft <br />that addresses these and other issues. <br /> <br />2. Person Bit by Dog on Personal Property Categories <br /> <br />a. Trespassing – with criminal intent – no designation regardless of <br />bite severity. <br />b. Not trespassing – <br />i. Provocation and/or torment – no citation or declaration <br />ii. Severe bite – designated dangerous (absent “a willful <br />trespass or other tort”). <br />iii. Non-severe – first time citation or fine; second time – <br />designation. <br /> <br />3. Scenarios – The ASAB came up with potential scenarios to forward to the <br />County Attorney.
