a <br />o Participates in the development and revisions of the personnel ordinance and <br />employee handbook. <br />o Develops procedures, position papers and/or draft policies, regulations and legislation. <br />o Keeps abreast of and informs staff of new laws or changes in law by researching <br />federal, state and local statues, case law and constitutional provisions. <br />o Prepares and reviews County impact statements and researches, drafts and/or reviews <br />responses prepared on behalf of the County Manager, Human Resources Director and <br />other County officials. <br />o Serves as a member of the Risk Management Team, <br />o Performs other related duties as assigned, <br />KNOWLEDGE REQUIRED BY THE POSITION: <br />o Knowledge of general state and federal laws, administrative policies, practices, principles <br />and procedures as related to Human Resources and the operations, authority and <br />responsibilities of County government programs. <br />o Knowledge of project management. <br />o Knowledge of policy analysis, legislative practices, research and evaluative techniques, <br />and organizational components and services. <br />o Knowledge of county ordinances and department policies and procedures. <br />o Skill in problem solving and decision making. <br />o Skill in gathering and analyzing complex data, <br />o Ability to conduct and report analyses, write policy and procedures, analyze and <br />appraise facts, draft opinions and proposed legislative measures, and interpret and apply <br />legal principles in resolution of County issues, <br />o Ability to conduct independent research and analyze <br />o Ability to work with diverse groups of people, <br />o Skill in public and interpersonal relations.. <br />o Skill in oral and written communication. <br />SUPERVISORY CONTROLS: The Human Resources Director assigns work in terms of <br />department goals and objectives with specific feedback from the Director of Purchasing and <br />Central Services and the County Manager, The work is reviewed through conferences, reports <br />and observation of departmental activities. <br />
