JOB TITLE: Policy and Compliance Officer (Grade 27) PER/9 <br />DEPARTMENT: Human Resources <br />JOB SUMMARY: This position is responsible for providing specialized legal support needed for <br />regulatory compliance to federal, state and county regulations, ordinances and policies <br />concentrated in, but not limited to, the area of human resource management and related risk <br />management areas such as HIPAA, ADA, and OSHA. The positions' core responsibilities <br />include but are not limited to the review, development, presentation, training and implementation <br />of ordinances, policies, and procedures for the functional areas supported, <br />MAJOR DUTIES: <br />o Provides specialized legal support to ensure regulatory compliance to federal, state <br />and county regulations, ordinances and policies concentrated in the function of human <br />resource management and related risk management areas such as HIPAA, ADA and <br />OSHA, <br />o Renders verbal and written opinion to the County Manager, Department Heads and <br />other County officials on policy issues and gives advice on the implications involved. <br />o Advises Department Heads on the construction, implementation and enforcement of <br />policies, statutes and procedures. <br />o Provides assistance as requested or needed to the County Manager or Department <br />Heads to ensure operational compliance with governing ordinances and policies that <br />guide County services to citizens and employees, <br />o Provides in service training to Department Heads on functionally related new polices, <br />procedures and laws in order to promote regulatory compliance in the areas supported. <br />o Conducts research and analyses to ascertain applicable statutes, rulings and <br />precedents on policy issues that have broad ramifications to the County, the public or <br />specific departmental operations. <br />o Interprets policy and provides technical assistance in the evaluation and development <br />of new policies and procedures; analyzes information from a variety of sources related <br />to operational issues and programs; conducts and/or reviews research projects related <br />to County programs and activities. <br />o Works collaboratively with the Director of Purchasing and Central Services for 25% of <br />the normal workweek in the review, analysis, development, and implementation of <br />contracts, programs, and projects as needed,. <br />o Serves as liaison with Department Heads, Wage Hour Investigators and contract <br />compliance officials by answering questions regarding policies, procedures and <br />regulations, and coordinating various resources or objectives. <br />
