ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: September 12, 2006 <br />Action Agen~d-a _ <br />Item No. <br />SUBJECT: Classification Plan Amendment -Add Class of Policy and Compliance <br />Officer <br />DEPARTMENT: Personnel <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Class Specification for Policy and <br />Compliance Officer <br />INFORMATION CONTACT: <br />Tyrone Jackson, Human Resources <br />Director, Telephone (919) 245-2550 <br />PURPOSE: To amend the Orange County Classification and Pay Plan by adding a new class of <br />Policy and Compliance Officer at Salary Grade 27. The salary range for Salary Grade 27 is <br />$63,120 - $100,906. <br />BACKGROUND: In September 2006, the operational need for full time legal and analytical <br />support to OPC Mental Health will conclude. The position and employee will be reassigned to <br />the Personnel Department to provide specialized support for regulatory compliance to federal, <br />state and county regulations, ordinances and policies with 25% of direct support provided to the <br />Department of Purchasing and Central Services. <br />Specifically, the proposed duties and responsibilities will include the following: <br />Provides specialized legal support to ensure regulatory compliance to federal, state and <br />county regulations, ordinances and policies concentrated in the function of human <br />resource management and related risk management areas such as HIPAA, ADA and <br />OSHA. <br />Advises Department Heads on the construction, implementation and enforcement of <br />policies, statutes and procedures. <br />• Works collaboratively with the Director of Purchasing and Central Services for 25% (10 <br />hours) of the normal workweek in the review, analysis, development and implementation <br />of contracts, programs and projects as needed. <br />The duties and responsibilities to be assigned to the position have been reviewed and are <br />consistent with the class specifications of positions at Salary Grade 27. <br />FINANCIA<_ IMPACT: Funding to accomplish this action are already available in the BOCC's <br />adopted 2006-07 County operating budget. <br />
