1
ORANGE COUNTY
ADVISORY BOARD ON AGING

Minutes
September 14, 2010

PRESENT: Leo Allison, Heather Altman, Peggy Cohn, Mary Fraser, Steve Lackey,
Haryo Marsosudiro, Thelma Perkins, Janice Wells

STAFF: Kathie Kearns, Janice Tyler

The meeting was called to order at the Central Orange Senior Center by Interim
Department on Aging Director Janice Tyler. The minutes of the June meeting were
approved upon the motion made by Heather Altman and the second by Janice Wells. No
additional agenda items were offered.

Ms. Tyler confirmed her appointment as Interim Director. The Board expressed its
approval of this action. Heather Altman inquired about the duration of the interim
appointment and was told no definite date had been established. Ms. Tyler summarized
the change in assignments brought on by the recent retirement of Kate Barrett as the
Aging Transitions Supervisor. She informed the Board that the Department on Aging
will no longer be assigned guardianship cases.

A draft of the 1\4 Cent Sales and Use Tax Resolution was distributed. Ms. Tyler
informed the Board that this issue will be on the November ballot. She stated that the
proceeds from this tax will benefit schools, economic development, libraries, and
emergency management services in Orange County. She also distributed a draft of the
Orange County Social Justice Goals Implementation Plan. Thelma Perkins noted that
public feedback is important.

Leo Allison asked if County Commissioners will be attending the Advisory Board on
Aging meetings in the future. Ms. Tyler responded that all Commissioners are now sent
meeting notices and will decide which meeting to attend rather than the former practice
of liaison assignments. The Commissioners will meet on September 21 to appoint new
County advisory board members. Four vacancies currently exist on the Aging Advisory
Board. She asked members to encourage qualified individuals to apply. Peggy Cohn
read the internet listing of applicants on file. Former Advisory Board member and chair
Jack Chestnut was also suggested as a candidate. Janice Wells suggested sending
invitations to the next meeting to everyone who has submitted an application. She also
recommended that these applicants be encouraged to notify this Board if they are no
longer interested in being appointed. Ms. Tyler was optimistic that long-time nominees
Mary Fraser and Mike Symons will be appointed by October. Heather Altman suggested
that Jack Chestnut also be nominated if he is willing to serve again. Steve Lackey
informed the Advisory Board that, due to his recent election as Chair of the Friends of the
Seymour Center, he will no longer be able to Chair the Advisory Board on Aging. He
outlined the responsibilities of this office, including interaction with the Board of County
