Jerry Passmore <br />reviewed each committee and its meeting schedule. Diane Henderson volunteered to <br />serve on the RSVP Advisory Council. <br /> <br />Jerry Passmore reported that the FY 2009 Orange County Budget Team is examining <br />ways to combine the Department on Aging’s temporary staff needs into permanent <br />positions. The Department on Aging has also requested two new permanent positions to <br />staff the new Central Orange Senior Center. He reported on the equipment requested for <br />the new COSC. The Friends of Central Orange are meeting to determine the kinds of <br />programmatic items (such as a ceramics kiln) that the Friends organization will purchase. <br />Standard facility equipment will be the responsibility of Orange County. The Friends <br />Board is also pursuing the addition of an overhang at the front entrance to the Center. <br /> <br />The Chair introduced JimYamin representing Eno Haven development. Eno Haven is a <br />90 unit, low-moderate income housing complex located near Duke Hospice (Hwy 70 <br />Business). The majority of the residents will be persons 55+ (nine units are reserved for <br />persons with disabilities and OPC Mental Health will coordinate care). The 1 & 2 <br />bedroom units will have a teered payment structure. The absolute income ceiling is 40% <br />of county median income. Mr. Yamin explained that the construction is subsidized by <br />tax credits and state housing finance agency loans. The developer is also applying for <br />Orange County Affordable Housing Bond funds. He described the campus design. Rents <br />do not include utilities. Annual increases should not exceed 3%, with a cap at 50 % of <br />median income. Similar developments are located in Raleigh, Hope Mills, and <br />Goldsboro. After further discussion Mr. Yamin asked the Board members if the target <br />area for marketing this property should include Chapel Hill. The members suggested <br />holding a forum at the Seymour Center to solicit input from Chapel Hill residents and <br />referred Mr. Yamin to Senior Centers Administrator Janice Tyler. <br /> <br />Jack Chestnut announced that Durham Tech’s Hillsborough campus is scheduled to open <br />in Waterston on May 4.
