14 <br /> <br />- Attachment 3a – Mobile Home Park Survey Report <br />- Attachment 3b – Mobile Home Park Recommendations <br /> <br />Manufactured Home Park Survey Report, Recommendations and Update <br />January 30, 2018 <br />Presentation to the Assembly of Governments <br /> <br />Purpose <br /> Overview <br /> Manufactured Home Park Survey Report <br /> Summary of Tools Used in Other Jurisdictions <br /> Manufactured Home Park Recommendations <br /> <br />Overview <br /> For purposes of this presentation, manufactured home (s) or manufactured home <br />park(s) are synonymous with mobile home(s) or mobile home park(s). <br /> The rise of manufactured home park closures and subsequent eviction of residents has <br />become a growing concern for the affordable housing arena across the United States in <br />recent years. <br /> Manufactured home parks are the largest segment of non-subsidized affordable housing <br />in the country. <br /> Approximately seven percent (7.4%) of Orange County’s total housing units (56,297) are <br />manufactured homes. [Data comes from the US Census Bureau and the American <br />Community Survey 5-year Estimates (2011-2015)]. <br /> Like Orange County, many jurisdictions, including those in Colorado, Texas, Florida, <br />Louisiana, California and even New York, as well as Cleveland and Seattle have seen a <br />rise in manufactured home park closures that leave low income individuals and families <br />struggling to find affordable housing in an already strained market where supply of such <br />housing is limited. <br /> <br />Manufactured Home Park Work Group <br />The Work Group consists of local government staff, for-profit developers, and non-profit <br />housing staff, including: <br /> Susan Levy, Habitat for Humanity <br /> Robert Dowling, Community Home Trust <br /> Jess Brandes, CASA <br /> Travis Myren, Orange County <br /> Sherrill Hampton, Orange County <br /> Craig Benedict, Orange County <br /> Ashley Moncado, Orange County <br /> Coby Austin, Family Success Alliance <br /> Julie Eckenrode, Town of Carrboro <br /> Annette Lafferty, Town of Carrboro <br /> Judy Johnson, Town of Chapel Hill <br /> Nate Broman-Fulks, Town of Chapel Hill <br /> Edward Barberio, Town of Chapel Hill <br /> Eric Chupp, Capkov Ventures, Inc. <br /> Elam Hall, HH Hunt Homes <br /> Margaret Hauth, Town of Hillsborough <br /> David Beck, Self Help
