INTRODUCTION <br />This technical proposal has been prepared for the Orange County Planning and Inspections <br />Department in Hillsborough, North Carolina (NC), by Legacy Research Associates (Legacy) in <br />Durham, NC, and involves two tasks for the proposed Mebane (Hillsborough Township) land <br />acquisition of three parcels of land (PIN 9864392344, 9864398253, and 9864397758) that <br />cover approximately 22 acres. <br />The proposed work is in compliance with the Orange County Cultural and Archaeological (C &A) <br />Resources Policy (October 3, 2006). The purpose of the policy is to clarify the county's <br />intention to identify and evaluate cultural and archaeological resources on sites that are <br />planned for construction. The objective of the C &A investigation will be 1) to document the <br />presence and /or absence of cultural and archaeological resources within the property and 2) to <br />evaluate the sites for listing on the National Register of Historic Places (NRHP). <br />Project tasks are as follows: <br />An intensive C &A survey and evaluation of approximate 22 acres, of which about <br />6 acres appear to have a low probability for the presence of archaeological sites <br />due to eroded soils. It is anticipated that only 16 acres will need to be surveyed. <br />Archaeological site assessment to determine site boundaries and NRHP eligibility <br />for archaeological material found during the archaeological survey. Given the <br />size of the property, it is anticipated that no more than two sites will need to be <br />assessed for NRHP eligibility. <br />The field investigations and technical report will meet the specifications in the Secretary of the <br />Interior's Standards and Guidelines for Archaeology and Historic Preservation (Federal Register <br />48). All cultural materials collected and curated, along with all records of this project, shall be <br />cared for in accordance with the requirements set forth in 36 CFR Part 79. The Project <br />Manager /Project Archaeologist performing the investigations will meet or exceed the <br />qualifications described in the Secretary of the Interior's Professional Qualifications Standards <br />(48 FR 44738 -9). <br />All work will follow the North Carolina Office of State Archaeology (NC OSA) guidelines that <br />were updated in December 2017 (https: / /files.nc.gov /dncr- <br />arch/OSA_Guidelines_Dec201 7.pdf). <br />All information submitted in the technical report will be factual and sufficiently complete to <br />enable Orange County to perform the necessary reviews. <br />FIELD INVESTIGATIONS - TASK 1 <br />The purpose of the fieldwork is to determine the presence or absence of prehistoric and /or <br />historic archaeological resources in the property. With the exception of previously disturbed <br />areas (existing buildings and graded and /or paved areas), the entire APE will be subjected to a <br />pedestrian survey to locate above - ground and surface features and artifacts. Other visual <br />inspections will include cut banks, roadbeds, and exposed, plowed, or eroded surfaces. <br />Intensive subsurface investigations will be conducted in areas that are determined to have a <br />high probability for the presence of archaeological materials. Shovel testing will not be <br />conducted in areas that are steeply sloped or wetlands. <br />
