platform. These amenities will provide settings for educators to describe the natural and cultural
resources present in an outdoor venue. All are depicted in the park master plan that was
approved in 2010 by the four local government partners (See Attachment).

FINANCIAL IMPACT: The grant requires a 25% match ($25,000). Orange County, as the
applicant on behalf of Orange County and Durham County, would provide the matching funds
from previously-appropriated funds for this project. Durham County, as per an interlocal
agreement, would reimburse Orange County for 50% of the match ($12,500).

SOCIAL JUSTICE IMPACT: The proposed grant for additional amenities at Hollow Rock
Nature Park meets the following Social Justice Goals:

• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND
INEQUITY
The fair treatment and meaningful involvement of all people regardless of race or color;
religious or philosophical beliefs; sex, gender or sexual orientation; national origin or
ethnic background; age; military service; disability; and familial, residential or economic
status.
• GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND
ENVIRONMENTAL POLICIES
The fair treatment and meaningful involvement of people of all races, cultures, incomes
and educational levels with respect to the development and enforcement of
environmental laws, regulations, policies, and decisions. Fair treatment means that no
group of people should bear a disproportionate share of the negative environmental
consequences resulting from industrial, governmental and commercial operations or
policies.

RECOMMENDATION(S): The Manager recommends that the Board authorize the submittal of
the Recreational Trails Program (RTP) grant, and approves the use of $25,000 from current
Hollow Rock Nature Park capital funds as a match for the grant, 50% of which will be
reimbursed by Durham County (contingent upon the Durham County Board of Commissioners’
approval).
2
