<br />platform. These amenities will provide settings for educators to describe the natural and cultural <br />resources present in an outdoor venue. All are depicted in the park master plan that was <br />approved in 2010 by the four local government partners (See Attachment). <br /> <br />FINANCIAL IMPACT: The grant requires a 25% match ($25,000). Orange County, as the <br />applicant on behalf of Orange County and Durham County, would provide the matching funds <br />from previously-appropriated funds for this project. Durham County, as per an interlocal <br />agreement, would reimburse Orange County for 50% of the match ($12,500). <br /> <br />SOCIAL JUSTICE IMPACT: The proposed grant for additional amenities at Hollow Rock <br />Nature Park meets the following Social Justice Goals: <br /> <br />• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br />INEQUITY <br />The fair treatment and meaningful involvement of all people regardless of race or color; <br />religious or philosophical beliefs; sex, gender or sexual orientation; national origin or <br />ethnic background; age; military service; disability; and familial, residential or economic <br />status. <br />• GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br />ENVIRONMENTAL POLICIES <br />The fair treatment and meaningful involvement of people of all races, cultures, incomes <br />and educational levels with respect to the development and enforcement of <br />environmental laws, regulations, policies, and decisions. Fair treatment means that no <br />group of people should bear a disproportionate share of the negative environmental <br />consequences resulting from industrial, governmental and commercial operations or <br />policies. <br /> <br />RECOMMENDATION(S): The Manager recommends that the Board authorize the submittal of <br />the Recreational Trails Program (RTP) grant, and approves the use of $25,000 from current <br />Hollow Rock Nature Park capital funds as a match for the grant, 50% of which will be <br />reimbursed by Durham County (contingent upon the Durham County Board of Commissioners’ <br />approval). <br />2
