Erosion Control Officer I Job <br />Description <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />INFORMATION CONTACT: <br />Craig Benedict, Planning & Inspections <br />Inspections Director, 919-245-2592 <br />Howard Fleming, Erosion Control/ <br />Stormwater/Engineering Supervisor, <br />919-245-2586 <br />Brenda Bartholomew, Human Resources <br />Director, 919-245-2552 <br />Paul Laughton, Deputy Finance Director, <br />919-245-2152 <br /> <br /> <br />PURPOSE: To approve the creation of a 1.0 full-time equivalent (FTE) time-limited position to <br />address the work load of a multi-year Erosion Control and Sedimentation Control project and <br />approve Budget Amendment #6-B. <br /> <br />BACKGROUND: Orange County has delegated authority to enforce the state sedimentation <br />and erosion control ordinance. This authority creates county-wide jurisdiction through interlocal <br />agreements with Hillsborough, Carrboro and Chapel Hill. Mebane also permits Orange County <br />authority in the portion of its jurisdiction within Orange County. <br /> <br />Development projects are assessed fees for permit review and inspections that cover the cost of <br />personnel related to inspection activity. Since the recession, development activity and <br />associated revenue has increased to support additional staff (Erosion Control Officer I) <br />throughout the County. The Collins Ridge 103 acre high disturbance (greater than 50% of land <br />area) multi-year project is projected to continue through 2022. The preconstruction meeting has <br />been held and land grading preparation is underway. <br /> <br />FINANCIAL IMPACT: An assessment of ongoing activity will also be conducted on an annual <br />basis. Planning and inspections will revise revenue projections to include recent receipt of this <br />multi-year project fee which will cover the cost of the new position. This request is consistent <br />with the County Managers directive that new positions be revenue supported. <br /> <br />Annual salary and benefits is estimated at $58,774. Approximately $2,800 is spent on operating <br />annually and one time capital includes a computer and vehicle for $23,400, which will be paid <br />from prior Hillsborough area NPDES (National Pollution Discharge Elimination System) funds. <br />1
