20 <br /> <br />Jim Parker said this may occur at some point, but 900,000 square feet was the chosen <br />number so as not to require a light, or risk being told no by DOT if one was warranted. <br />Commissioner Jacobs said he had trouble following the super street construct down by <br />the retail, which was going to convert to something else later on. <br />Ed Sirgany said a draft version may have circulated earlier, but this is the final version <br />being presented this evening. He said there is no turn around or restrictions on the turns out of <br />the service road. <br />Commissioner Jacobs asked if there will be restrictions out of the east side. <br />Ed Sirgany said in the 2022 build out it will be signalized, and it will be a standard full- <br />signalized intersection. <br />Commissioner Jacobs said theoretically 1.1 million square feet of space will be put on <br />either side of road, and there will not be a signal required at the end of Davis Road. He said a <br />right turn lane will not be sufficient. <br />Ed Sirgany said their original plan had a residential component, which met the warrant <br />for a signal; but with no residential plan now, and reduced traffic, it does not warrant a signal. <br />Commissioner Jacobs said the issue of warrants has come up before, and what they <br />require and what common sense requires is different. He said this should be anticipated as a <br />potentially dangerous situation. <br />Jim Parker said this is just a framework fort a starting point, and each site plan has to <br />have a TIA, and changes may need to be made down the line. <br />Commissioner Price asked if there will be bike lanes. <br />Jim Parker said there will be 14-foot lanes to allow bike lanes. <br />Commissioner Price asked if DOT agrees. <br />Jim Parker said DOT has only looked at the TIA. He said each time the site plan <br />triggers the traffic that complies with the TIA, there will be DOT involvement. <br />Commissioner Price said she is concerned about connectivity, and hopes DOT will <br />understand. <br />Jim Parker said there are sidewalk conditions on both sides of the internal streets. <br />Commissioner Marcoplos said he noticed that a continuous vegetated buffer on the <br />south side of district one has not been added, despite his request for it at the November 14th <br />meeting. <br />Jim Parker said they are agreeable to this, and they can come up with an addition to the <br />condition. He said it would be supplemental landscaping along the district one southern border, <br />which has a 100-foot, undisturbed buffer. <br />Commissioner Marcoplos said he is most concerned about providing some isolation for <br />residents. <br />Jim Parker said asked if he can work with staff to resolve this. <br />Commissioner Marcoplos said where it impacts residences, or future residences, this <br />would be an important addition, and he would trust all involved to work this out. <br />Jim Parker said they would agree to a 15-foot additional planted buffer if clearing and <br />disturbance came within 15-feet of the 100-foot buffer. <br />Commissioner Marcoplos asked if this would be a continuous wall of vegetation. <br />Michael Harvey said specifics are needed. He said the Board can suggest a condition <br />as a recommendation and a motion, and the Applicant can agree or disagree, or the Board can <br />refer to staff and bring it back later. He said there is a 100-foot buffer that is mandated along <br />the southern boundary, left in its natural and undisturbed state; and if the Board does not <br />believe this is sufficient, then it can make a motion to add 15 or 20 feet of buffer, but the <br />Applicant has to agree to the specific condition. <br />Commissioner Marcoplos read minutes from the last meeting, and said Jim Parker did <br />agree to this at that meeting.
