RES-20 i 8-0l05 <br />WHEREAS, cats, and dolgis provide companionship to and share the homes of <br />thousands, of individuals, in Orange CO d <br />WHEREAS, the prob�ern of pet overpopulation costs the taxpayers of Orange County <br />i <br />hundreds of thousands, of doflars annually through aniimal controll and sheltering <br />programs, aimed at coping, with unwanted and hlomeless cats and dolgsi; and <br />TTMEREAS, humane societies and shelters throughout the country have to euthanize <br />approximately four million cats and dogs each year, afthough many of them are hea�lthy <br />I i <br />and a:dop�t�able�, due to the lack of crcal resources suich as money, space, and good <br />adoptive homes; and <br />WHEREAS, the Animal Services Advisory Board and the Animal' Services, Departme <br />have made correcting ple,t overpopulation a plriority, and prepared Managing P <br />Overpopulation: A Strategic Plan for Orange County and Maniag�ing Free-Roatniinjo <br />Cats in Orange County Nolrth Carollina; and <br />WHEREAS, spayingil and neutering cats and dogs, annong other anirnall companions, <br />has been shown to d�rastically reduce overpOpitflation,' and' <br />WHEREAS, Animal' Services has partnered with community partners, in&jding <br />AnimialKind, the Department of Socia�l Services, and Splay Neuter Assistant Program- <br />North Carolina to offer "low cost"' and "no cost" spay and neuter to households who are <br />I <br />economically disadvantaged or who receive pulbli,c assistance; and <br />WHEREAS, veterinarians, anirnall care and colntrol organizations,, national and loc:a�l <br />animal welfare orgia�nizations, and private citizeni,s have Joined together again this year <br />tol advocate and supiport the spaying and neuitering of companion animals, on "Spay Day <br />USA 2iO 18" ; <br />Now, therefore be it RESOLVED by Orange County that February 27, 2018 is declar <br />"Spay Neuter Day", and the Board of County Commissioners call's upon; the peolp�e <br />I <br />the County to observe thle day by having their own; cats ♦ dogs spayed oir neutered <br />by sponsoring the spaying oir neutering of anoither person's cat or dog, I <br />
