I have considered the likely impact of solar farms proposed to be constructed on 53.74 <br />acres of land located at 5517 CIS Highway 70, in Mebane, North Carolina. Specifically, I have been asked to <br />give my professional opri -don on whether the proposed solar farm will 'maintain or enhance adjoining or <br />contiguous property values" and whether "the location and character of the use, if developed according to <br />the plan as submitted and approved, will be in harmony with the area in which it is to be located.' <br />To farm an opinion on these issues, l have researched and visited existing and proposed solar farms it, <br />North Edina, researched articles through the Rppnaisal Institute and other studies, and discussed the <br />likely impact with other teal estate professionals, l have not been asked to assign any value to any specilac <br />property. <br />This letter is a lirrlited report of a real property appraisal consulting assigrtrtterit and subject to the limiting <br />conditions atta td to this letter. My client is ESA Renewables, I..lC, represented to me by Ms. Jessica <br />aliuza,. My findings ai pport the Conditional/ Special Use Permit application. The eflective date of this <br />consultation is February 12, 2015. <br />Proposed Use Description <br />The proposed solar farm will be constructed an 53.74 acres of land located at 6517 US Highway 70, in <br />Mebane, North Carolina. <br />Adjoh- ng land is primarily residential low density and agricultural uses, which is common for solar farms <br />as detailed later in this report. The solar farm will consist of fixed SOW panels that will generate no noise, <br />no odor, and less traffic than a residential subdivision. The parcels will he less than 15 fret in height and <br />located behind a chain link fence. <br />I have considered adjoining uses and included a map to identify each parcel's location.
