He asked if <br />Jeff Thomson could explain how the Holloway land would realistically be affected if this plan <br />moves forward. <br />Jeff Thompson said this is very preliminary, and the examination and due diligence <br />process has just started. He said if it moves forward into design, Hillsborough, as the authority <br />in the extraterritorial jurisdiction (ETJ), would have a lot of say in this. He said there are many <br />ways to buffer the property line, and the Ag Center would be closer to them. <br />Commissioner Marcoplos asked if the separation between the detention center and the <br />rest of the property could be explained. <br />Jeff Thompson said the detention center would as far NW as possible. He said it is a <br />detention center, but it can be designed with care. <br />The family said there is currently a pond on that part of the land. <br />Chair Dorosin said this is in a very preliminary stage, and many questions by the family <br />members may need to come later. <br />Family member wanted to know why they were not notified about this meeting tonight. <br />Bonnie Hammersley said it is so early in the process that notification was not sent out, <br />but there will be a County information session on February 6t", and a public hearing later on in <br />Hillsborough, which requires notification to anyone within 500 feet of this property. She said the <br />County has asked if Hillsborough would notify any property owners within 1000 feet of the <br />property, for which the County will reimburse the Town. She said if the County were to <br />purchase the land, the closing would be in April. <br />Commissioner McKee asked staff if they could please gather information about the <br />security of the detention center, and measures taken to protect neighboring properties, for the <br />information session on February 61n <br />Sheriff Blackwood said yes. He said this will be the Sheriff's Detention Center, not a <br />state correctional facility. He said he fully understands the family's concerns. <br />Bonnie Hammersley said the February 6t" information session will be set up somewhat <br />like a charrette. <br />Jeff Thompson said staff is available to meet with the family prior to that meeting. <br />Commissioner McKee said to keep the adjoining landowners informed. <br />A motion was made by Commissioner Burroughs, seconded by Commissioner Jacobs <br />for the Board to: <br />1) Ratify the Manager's recommendation to pursue the acquisition of approximately 21 <br />acres located with the Hillsborough Cornelius Street corridor known as the "Hwy 70 Site <br />Assembly" for the development of a County Campus site that addresses multiple County <br />Capital Investment Plan initiatives; and <br />2) Authorize the Manager to continue the site due diligence and examination process to <br />include pursuing necessary preliminary future land use and zoning amendments with the <br />Town of Hillsborough. <br />VOTE: UNANIMOUS <br />c.
