22 <br />1 Commissioner Marcoplos said he would prefer that a local solar business do this. <br />2 Commissioner Jacobs said the solar business could go with the sustainability <br />3 coordinator. <br />4 Commissioner Marcoplos said that would work. <br />5 Jim Parker said this is reasonable, and he would be happy to promote solar. <br />6 Chair Dorosin said this is not a condition. <br />7 <br />8 PUBLIC COMMENT: <br />9 Bob Bundschuh said he spoke at November 14th meeting, where he expressed <br />10 concerns over this process and the lack of an actual plan, and the impact on the area. He said <br />11 the community received a lot of gloss over down to what species of tree, and debates over <br />12 signs, which missed the whole idea of the bigger picture. He read information from the October <br />13 4" Planning Board minutes, where staff said that the public cannot affect the outcome of <br />14 decisions. He referred to buffers, and said that Jim Parker said businesses and motorists do <br />15 not care about the buffers. He said this is not true, and people do care, and he is glad that the <br />16 buffer was discussed in greater detail. He said this is an interstate exchange, to serve those <br />17 passing through, but it is the local residents will have to bear the burden of it. He said the left <br />18 turn is also an issue. He said if any Commissioner votes in favor of this tonight, it will show that <br />19 the public is not being put first. <br />20 Samona Dunn read the following comments: <br />21 <br />22 To: Orange County Board of Commissioners, Hillsborough, NC <br />23 Date: January 23, 2018 <br />24 Re: Settler's Pointe Vote <br />25 <br />26 Good evening Board of Commissioners. As a Hillsborough resident and a resident of <br />27 Cornwallis Hills, I share my main concerns about the Settler's Pointe proposal. <br />28 1. Mr. Dorosin, I heard you speak at the occasion of the Dr. Martin Luther King, Jr. <br />29 program on Monday, January 15th. Your words of concern for the equality and rights <br />30 for all in Orange County were lovely. I think that concern needs to carry over to how <br />31 planning is done by planners and developers and how the Board of Commissioners <br />32 vote, since the Board represents the community at large. In the case of Settler's <br />33 Pointe, I think there have been injustices. <br />34 <br />35 2. Justice is imperative for peaceful living. <br />36 a. Town Meetings: At the previous meeting in November, I heard that a number of <br />37 public town meetings regarding this development were held. I never heard of <br />38 any of these meetings and believe they were advertised in such a way that would <br />39 allow for the LEAST number of people to attend so that the majority of voices <br />40 could NOT be heard. I believe this is unjust. Who is responsible for setting <br />41 them up and advertising them? How can they be made to be more responsible <br />42 to the community? <br />43 b. Residents near the development site: Many of the residents who spoke and <br />44 many who did not at the last meeting felt angry, un- empowered, and without time <br />45 or ability to take any recourse about the development. There was no real broad <br />46 attempt of education of us citizens ahead of time. It makes one believe that the <br />47 actions were underhanded and it causes lack of trust. This is not how <br />48 developers and a commissioned board, working for the good of all, should <br />49 behave. How can this behavior be changed? <br />
