1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />35 <br />36 <br />37 <br />38 <br />39 <br />40 <br />41 <br />42 <br />43 <br />44 <br />45 <br />46 <br />47 <br />48 <br />49 <br />50 <br />17 <br />Michael Harvey said according to the conditions, as provided in attachment 11, storage <br />and warehousing is permitted within buildings. <br />Commissioner Price referred to page 163 in the packet, and asked if this will this align <br />with new categorization of permitted uses. <br />Michael Harvey referred to attachment 3, and said these uses are consistent. <br />Commissioner Price asked what would happen if the list of permitted uses is changed. <br />Michael Harvey said the identified uses are consistent with the anticipated modifications <br />for the global table of permitted uses. <br />Commissioner Price asked if there are plans for a gas station. <br />Michael Harvey said that is a permitted use, but it is unknown at this time if one will be <br />developed. <br />Jim Parker, Summit Design and Engineering Services, who is the Applicant, made the <br />following PowerPoint presentation. <br />Settlers Point <br />Master Plan Development <br />Conditional Zoning <br />Overall Site & Buffer Plan (map) <br />Master Planning Approach Advantages <br />• The approach of the design for Settlers Point is to view this area with a broad <br />perspective for the best use of the property with respect to the health, safety and <br />welfare of the public and the Economic Growth of the County. <br />By assembling 10 parcels together and treating them as one single parcel, the Settlers <br />Point project provides a higher quality of development than if each parcel was <br />developed individually. <br />This approach provides a comprehensive design for the development standards of <br />Transportation /Access Management, Erosion Control, Stormwater Management, Stream <br />Buffer Protection, Flood Prevention and Open Space areas. <br />Transportation Impact Benefits of Master Planning: <br />• Current County regulations only require a Transportation Impact Analysis (TIA) if <br />proposed traffic trips for a single land use exceed 800 trips per day. <br />• Settlers Point is currently providing a TIA for the overall Master Plan and is also <br />proposing to require a TIA for each Site Plan approval for the project as it is <br />developed, regardless of the proposed number of daily trips. This will ensure a <br />continued evaluation of the traffic devices and improvements needed for the <br />area. <br />• Under current regulations you would have 10 individual parcels developed <br />independently from one another with little or no authority to promote connectivity <br />or universal traffic improvements. <br />Proposed Land Uses <br />• The proposed Land Uses for the project are consistent with what the County has <br />identified as being permitted within the MPD -CZ Zoning District and in accordance with <br />Section 5.2.3 of the UDO. <br />• With respect to expanding acceptable land uses within this area of Orange County, the <br />proposed land uses are consistent with the direction provided to planning staff by <br />elected officials and the Planning Board. <br />
