E <br />the MPO's Public Involvement Policy, this is the last opportunity for the public and local <br />jurisdictions to provide comments on the Connect 2045 MTP. <br />Key highlights of the plan include: <br />• Single set of Performance Measures agreed upon by both MPOs and in accordance with <br />Federal requirements under the Fixing America's Surface Transportation (FAST) Act. <br />• Incorporation of all local jurisdiction plans within DCHC MPO and CAMPO. <br />• Anticipates over $1.2 billion (in 2016 dollars) in bicycle and pedestrian investments in the <br />region from 2018 to 2045. <br />• Transit investments geared towards: increased frequency, expanding service, <br />redesigning networks, new services, improved infrastructure, electric busses, and last - <br />mile connections. <br />• Takes into account improvements to Freight, Transportation Demand Management <br />(TDM), Rail, Air, and Transportation System Management (TSM) <br />• Discusses autonomous vehicle through improvements in the regions Intelligent <br />Transportation Systems (ITS). <br />• Critical Planning Factors including Air Quality, Environmental Justice and Safety and <br />Security. <br />• See Attachment 2 for additional items of Regional Interest in the Connect 2045 MTP. <br />The Connect 2045 MTP can be found at: http: / /www.dchcmpo.org /programs /transport /2045mtp <br />and http: / /www.campo- nc.us/ transportation - plan / draft - 2045 - metropolitan - transportation -plan <br />Next Steps <br />• February 21, 2018 — CAMPO adopts Connect 2045 MTP <br />• March 14,2018— DCHC MPO adopts Connect 2045 MTP <br />FINANCIAL IMPACT: There is no immediate financial impact associated with this item. <br />SOCIAL JUSTICE IMPACT: The following Orange Social Justice Goals are applicable to this <br />agenda item: <br />• GOAL: ENSURE ECONOMIC SELF - SUFFICIENCY <br />The creation and preservation of infrastructure, policies, programs and funding necessary <br />for residents to provide shelter, food, clothing and medical care for themselves and their <br />dependents. <br />• GOAL: CREATE A SAFE COMMUNITY <br />The reduction of risks from vehicle /traffic accidents, childhood and senior injuries, gang <br />activity, substance abuse and domestic violence. <br />• GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND -USE AND <br />ENVIRONMENTAL POLICIES <br />The fair treatment and meaningful involvement of people of all races, cultures, incomes <br />and educational levels with respect to the development and enforcement of <br />environmental laws, regulations, policies, and decisions. Fair treatment means that no <br />group of people should bear a disproportionate share of the negative environmental <br />consequences resulting from industrial, governmental and commercial operations or <br />policies. <br />
