~3J <br />Overall, the proposed site plan appears consistent with the County's desire to minimize <br />adverse environmental impacts with respect to the protection of floodplains, wetlands, <br />natural areas and wildlife habitat. <br />ERCD recommends that the County request that a portion of the open space <br />property be dedicated to Orange County far recreation and open space. the <br />proposed dedication is as follows [aee attached map]: <br />a) a 200-foot-wide strip located parallel to a 770-foot section of Phil's Creels <br />that helps to form the southeastern property boundary, and <br />b) a 200-foot-wide strip located parallel to a 150-foot section of Phil's Creek <br />that helps to form the southwestern property boundary <br />Most of this proposed dedication is within the 100-year floodplain, which would serve as an <br />undeveloped riparian buffer and wildlife corridor. The property could also accommodate a <br />potential future 10-foot-wide public walking trail aligned just outside of the floodplain. <br />This proposed dedication would help to implement the Joint Planning Area (JPA) Land tJse <br />Plan, which suggests that many of the principal stream corridors-including this section of <br />Phil's Creek-be designated for pedestrian trail access.
