~3J
Overall, the proposed site plan appears consistent with the County's desire to minimize
adverse environmental impacts with respect to the protection of floodplains, wetlands,
natural areas and wildlife habitat.
ERCD recommends that the County request that a portion of the open space
property be dedicated to Orange County far recreation and open space. the
proposed dedication is as follows [aee attached map]:
a) a 200-foot-wide strip located parallel to a 770-foot section of Phil's Creels
that helps to form the southeastern property boundary, and
b) a 200-foot-wide strip located parallel to a 150-foot section of Phil's Creek
that helps to form the southwestern property boundary
Most of this proposed dedication is within the 100-year floodplain, which would serve as an
undeveloped riparian buffer and wildlife corridor. The property could also accommodate a
potential future 10-foot-wide public walking trail aligned just outside of the floodplain.
This proposed dedication would help to implement the Joint Planning Area (JPA) Land tJse
Plan, which suggests that many of the principal stream corridors-including this section of
Phil's Creek-be designated for pedestrian trail access. It is also consistent with the
purposes for which land has already been dedicated on adjacent properties.
The construction of a public walking trail is not likely to occur until additional lands along
Phil's Creek are dedicated for recreation and open space purposes.
Let me know if you have any questions or would like to discuss these findings
cc: David Stancil
Environment and Resource Conservation
PC box 8181 / 306-A Revere Road
Hillsborough, NC 27278
(919) 245-2590
