Can the access to the stream corridor be located between Lots 14 and 15 rather <br />than Lots 7 and S (as suggested by staff)? <br />Applicant's Response: As recommended by the Planning Board, we have created an <br />open space comdor between what is now designated as Lots 15 and 16 (formerly Lots <br />14 and 1S). We have also adjusted lot lines in this area in order to provide more <br />favorable topography for a pedestrian path through this "pedestrian open space area" <br />(POSA) that varies from 140 feet to over 500 feet in width as it connects to the Phil's <br />Creek stream corridor. <br />4. How will access be provided to the proposed community well system? <br />ApplLCaltd'S Response: We have actually revised the developer's program for <br />Westhampton to utilize the more conventional approach of individual wells on each <br />individual lot, After doing additional research, we concluded that this was a better, <br />more enviromnentally sensitive approach (dispersing wells throughout the site rather <br />than focusing on a single, concentrated location) and was also the method of <br />providing potable water that the market actually seems to prefer. Therefore, the <br />question about access to the community well location is now moot. <br />5. Get clarification from NCDOT regarding size of cul-de-sacs aad width of right- <br />of-way. Also, would like for developer to meet on-site with NCDOT to discuss <br />the reaction times associated with the proposed entrance road and IIatctr Road. <br />Applrcant's Response: We met on site with the NCDOT District Engineer (Chuck <br />Edwards) azrd the Assistant District Engineer (Nanette Fogleman) to discuss the <br />classification of Westhampton Way and the location of the site entrance on Hatch <br />Road, Based on this meeting, it was agreed that Westhampton Way should not be <br />desigred as a collector street, and alternatively should be designed as a 27-foot back- <br />of--curb to back-of--curb street, located in a 50-foot wide right-of way. Therefore, we <br />have (1) adjusted the proposed street geometry for the internal streets of <br />Westhampton in accordance with NCDOT's guidance (27-foot back-of--curb to back- <br />of-curb streets, 50-foot right-of=way, 5-foot utility easements on both sides of the SO- <br />foot right-of-way, and 75-fook diameter cul-de-sacs located within a 100-foot <br />diameter right-of-way). <br />In addition, NCDOT reviewed the proposed location for the site entrance <br />(Westhampton Way) off of Hatch Road, and agreed that the proposed location was <br />acceptable and provided adequate sight distances to both the east and west..
