`if ~i. <br />In particular, this Flexible Development option allows for additional open space to be <br />located along the various water features and stream corridors that are located adjacent to <br />and on the subject site. This approach also allows for larger-than-required buffers to be <br />placed around the portion of the property that is adjacent to the Robins Wood <br />subdivision, as well as other existing residences that are adjacent to the property. <br />Furtherniore, with a 120-foot buffer designated along the site's Hatch Road frontage, the <br />existing scenic viewshed will be preserved as rural streetscape, <br />A total of nineteen (19) single-family residential lots are proposed for the site. Each lot <br />will be served by an individual well system for potable domestic supply water and <br />individual ground absorption septic systems fox sanitary sewage. Based upon a <br />preliminazy soils analysis prepared by 5oi1 and Environmental Consultants and actual in- <br />the-field inspections by Orange County Health Department staff, it has been determined <br />that there are adequate suitable soils within each proposed residential lot area to support <br />the proposed number of lots.. As required within the University Lake Watershed <br />Protection Overlay District, there is sufficient septic tank drainage area, and an equally <br />sized repair area, provided on each lot with no off-site easemenks for septic tank drainage <br />areas on adjoining lots or within the open space areas, <br />A 27-foot wide public street cross-section (measured from back-of--curb to back-of--curb) <br />is proposed within 50-foot wide right-of--ways for the public streets serving the site.. A <br />fve-foot utility easement is also proposed adjacent to both sides of the 50-foot right-of- <br />ways in order to ensure that there is ample space for utility installation. Also, a 30-foot <br />landscape buffer is proposed adjacent to the right-of--way in order to allow afive-foot <br />wide sidewalk to meander within the trees on one side of the street in order to create an <br />enjoyable walking experience that is separated from the public roadway. This <br />meandering sidewalk will be maintained by the Westhampton Homeowners Association. <br />The NCDOT District Engineer has reviewed this proposed street geometry and has <br />endorsed both the proposed street design and the location of the proposed entrarrce on <br />Hatch Road. <br />Recreation: Located just 1,5 miles fiom the Hank Anderson Conununity Park in <br />Can-boro, ample opportunities for off=site recreation will be available to the residents of <br />Westhampton in addition to the proposed on-site sidewalk network that will cover <br />approximately 0.75 miles. Accordingly, the developer proposes to make a recreational <br />payment-in-lieu in order to meet the recreational requirements for this project <br />However, we also note that the Orange County Environment and Resource Conservation <br />Department has recommended that a portion of the site's open space along Phil's Creek <br />be dedicated (deeded) to Orange County for recreation and open space.
