2 <br />minimum lot size - 2 acres (Section 5.1.1 Orange County Zoning Ordinance). <br />Zoning Overlay: <br />• The property is in the University Lake protected watershed (max. density = 2 acres /dwelling <br />and 5 acres /dwelling after first five lots) (Section 6.23.2 Orange County Zoning Ordinance).. <br />Physical Features: <br />• There are several County designated streams on the south side of the tract to be protected with <br />stream buffers.. <br />• The site is mostly wooded with a mixture of pines and hardwoods. <br />• The topography is gently rolling with steeper slopes along the streams. <br />Adjacent Land Use: <br />• Robinswood Subdivision is located to the east with an average lot size of 1.14 acres; Reaves <br />Estate Subdivision is located to the west with an average lot size of 1.36 acres. <br />• Properties to the north and west are divided into large acreage tracts ranging in size from 2 to <br />16 acres. <br />• Phil's Creek, a tributary to Neville Creek which flows to University Lake, and a large 108 acre <br />tract are located to the south. <br />Proposed: <br />Roads: <br />• Access is from Hatch Road (SR 1944), an existing paved public road in Chapel Hill Township. <br />• The proposed street (Westhampton Way) provides access to the lots. Weston Lane, a small <br />loop road serving 4 lots, extends from this road, <br />• All roads are to be constructed to NCDOT standards, <br />• NCDOT comments indicate subdivision streets are required to meet "local subdivision road" <br />minimum design standards, minimum 22 foot travelway, for rolling terrain.. Sidewalks would be <br />outside of the right-of-way and Weston Lane will require 4 lots accessing it. <br />• Comments from Carrboro indicate a stub out to the south should be considered. However, a <br />stub out at that location would have to cross Phil's Creek, In addition the tract to the south is <br />under single ownership and is developed. Planning Staff, due to topography and environmental <br />concerns, is not recommending a stub out to the south. <br />• ERCD is recommending dedication of open space along Phil's Creek to further accent the value <br />of the stream. <br />• Adjacent properties have been developed with a cul-de-sac lotting pattern. There are streams <br />along the western and southern boundaries.. <br />Open SpacelBuffers: <br />• 52.76 acres (41 %) of common area open space proposed. All of the open space is wooded with <br />a large portion along Phil's Creek, some with steep slopes. <br />• The lot sizes average 3.79 acres, 90% above minimum lot size of 2 acres. <br />• Approximately 4.5 acres of dedicated open space to Orange County is recommended along <br />Phil's Creek.
