<br />AGENDA ITEM #8: CONSIDERATION OF THE ORCHARD SUBDIVISION CONCEPT PLAN

<br />Jay Bryan: Thanks, Glenn, for summarizing the changes
<br />Glenn Bowles: This item was tabled last month, so that the applicant could make some
<br />adjustments to the plan. Now, the development is 61.5 acres. The Tanaka tract is not included in
<br />the plan, and the other parcel has been recombined, so the parcels have new tax id numbers..
<br />Excluding public right of ways, we have 59.5 acres of land, roughly. There are 22.1 acres of open
<br />space, which is just under 36% of the site. This map shows how the parcels were combined, in
<br />terms of how the property was platted many years ago. There are two different types of topo
<br />lines. Along the streams, there are 2' contour intervals, and the rest is mapped at 5' contour
<br />intervals, so things appear more dense and steeper. We asked the applicant to show the actual
<br />steep slopes. The other areas are slopes between 15-25%, which by definition, are considered as
<br />secondary open space. We must first consider' all primary open space, the hardwoods, steep
<br />slopes, and the floodplain, which is roughly 6-8 acres. The rest of the open space is secondary
<br />open space (wooded areas, floodplain buffers, corridor buffers), which can be in platted lots. The
<br />orchard effect, trees and bamboo thickets, will be preserved. Our findings changed slightly from
<br />the last meeting. We are recommending approval, as the density, including the open space, is
<br />similar and consistent with at least '/~ of the neighboring developed areas, Not all of the lots are
<br />the same size. We are recommending that the road be extended along the east lot line for
<br />potential future connectivity. Connectivity from other areas is not appropriate, due to the
<br />hardwoods. Lots 9, 10, 11, 12 have been reoriented to stay out of steep open areas. Staff
<br />recommends approval of the concept plan.
<br />Jeff' Schmitt: Why is the road extension being proposed?
<br />Glenn Bowles: For future connectivity. It was suggested by the Town of Carrboro to help with
<br />potential future development of adjoining areas.
