14 <br />• Critical Planning Factors: <br />• Air Conformity — The region no longer has any conformity requirements and meets all Clean <br />Air Act requirements. DCHC MPO and CAMPO continues monitoring the region's emissions <br />using the latest Environment Protection Agency's air quality model, MOVES. The plan contains <br />a report on the air quality conditions in the region. <br />• Environmental Justice — DCHC MPO and CAMPO identify Community of Concern (CofC) that <br />meets various thresholds such as minorities, origin, low- income, linguistic isolation, zero -car <br />households, and elderly using block group data in determining transportation investments <br />impacts. The analysis concludes that roadway and transit projects in the plan do not <br />disproportionately impact these communities and that benefits are also fairly distributed across <br />populations. <br />• Safety and Security - Both the Capital Area MPO and Durham - Chapel Hill - Carrboro MPO have <br />been proactive in addressing safety and security as a component of our overall transportation <br />processes. The MTP provides a list of various strategies pursued by the MPOs including but <br />not limited to: Vision Zero, Safety Routes to Schools, Safety Matrices, "Four E's" for Biking and <br />Walking, Incident Management and others. <br />
