ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: August 22, 2006 <br />Action Agenda <br />Item No, 5- x <br />SUBJECT: Jail HVAC System Replacement Analysis <br />DEPARTMENT: Purchasing/Public Works PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />None <br />INFORMATION CONTACT; <br />Pam Jones 919-245-2652 <br />Wilbert McAdoo 919-245-2625 <br />Wayne Fenton 919-245-2628 <br />PURPOSE: To consider authorizing a contract for professional services with Reece, Noland & <br />McElrath, Inc. for preparation of an analysis of heating, ventilation and air conditioning (HVAC) <br />system needs for the Orange County Jail (pre-1997 sectors), and identification of an appropriate <br />energy-efficient replacement system; and to provide recommendations for addressing humidity <br />concerns for the basement level of the Court Street Annex building. <br />BACKGROUND: The chiller serving the pre-1997 sections of the Orange County Jail <br />is approximately 25 years old, and as such is becoming increasingly unreliable for meeting the <br />on-going demands of this 24 hour per day, 365 day per year facility. In addition, due to growth <br />in the number of occupants (staff and inmates) and modern standards for ventilation, the overall <br />HVAC system is in need of replacement. <br />Staff proposes retaining the services of Reese, Noland & McElrath (RNM) to identify current <br />heating and coaling loads for the Jail and to identify an appropriate energy-efficient replacement <br />HVAC system, including improvements needed to bring the system to current standards for air <br />flow/ventilation. The cost of this work will be $6,800.00. A key early outcome would be <br />identification of the appropriate capacity for a new chiller so that, in the event of chiller failure <br />prior to replacement of the entire system, an appropriately sized chiller could be specified and <br />installed,. As part of its assessment, RNM will be asked to evaluate non-traditional solutions <br />(e.g. geothermal) and to include noise abatement considerations in its recommendations. <br />In addition, the Court Street Annex building has experienced on-going concerns with humidity <br />on the basement level. Reece Noland & McElrath would provide recommendations for HVAC <br />system improvements to rectify these conditions, at a cost of $1,200. <br />FINANCIAL IMPACT: The County's Assessments and Studies Capital Project Fund includes <br />sufficient funds to pay for the analysis ($8,000). The analysis will offer HVAC system <br />replacement cost estimates that staff can incorporate into future years long range capital plans. <br />
