W
7. Acknowledges that inside and outside the UGB responsibilities exist to
create a comprehensive growth and conservation program that is
mutually beneficial by promoting urban densities inside the boundary and
watershed/natural area protection areas outside of the boundary.
8. Creates awareness of goals, rules, and regulations to foster collaboration
among governments that acknowledge the comprehensiveness of
sustainable decisions where planning does not stop at a boundary line.
How big is the Joint Planning Area?
The Joint Land Use Plan covers 40,487 acres originally. The attached map
includes:
➢ Rural Buffer (37,350 acres) under Orange County planning jurisdiction
➢ Transition Areas (Urban) under
• Chapel Hill (274 acres)
• Carrboro (1753 acres)
How does the JPA affect growth and conservation patterns?
➢ The Plan explains intended land use categories, creates a process of planning
collaboration, and creates a land use map outlining general use categories to
be implemented by local government through more specific zoning. Other
`small area' plans and studies focused on specific areas and environmental
issues.
Are there any Collateral Agreements that reinforce the JPA?
➢ Water and Sewer Management Planning and Boundary Agreement
(WASMPBA)
This agreement reinforces the urban growth and public utility service
boundary. This notes the focus on service area but also acknowledges the
larger region and efforts of watershed protection whether it is Cane Creek,
University Lake, Falls Lake, or Jordan Lake on behalf of municipal
densification.
American Stone Quarry located in the rural buffer is planned to be recycled
into another reservoir at its completion.
