APPROVED 9/5/2017 <br />MINUTES <br />BOARD OF COMMISSIONERS <br />BUDGET WORK SESSION <br />June 13, 2017 <br />7:00 p.m. <br />The Orange County Board of Commissioners met for a Budget Work Session on Tuesday, <br />June 13, 2017 at 7:00 p.m. at the Whitted Building, in Hillsborough, N.C. <br />COUNTY COMMISSIONERS PRESENT: Chair Dorosin and Commissioners Mia Burroughs, <br />Mark Dorosin, Barry Jacobs, Earl McKee, Mark Marcoplos, Renee Price and Penny Rich <br />COUNTY COMMISSIONERS ABSENT: <br />COUNTY ATTORNEYS PRESENT: Staff Attorney Anne Marie Tosco <br />COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br />Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br />appropriately below) <br />Chair Dorosin called the meeting to order at 7:02 p.m. <br />1. Discussion with County Departments within the following Functional Leadership <br />Teams (FLT), including Operations and Fee Schedule Changes: <br />Commissioner McKee introduced Gail Abrams, the retiring Director of the Piedmont <br />Wildlife, and Joshua Starling, the new Director. <br />Commissioner Marcoplos said he sent out an email about the "We are still in" petition, <br />as related to climate change, and said the wording of the petition was nearly identical to the <br />resolution passed by the Board of County Commissioners (BOCC) last week. He <br />recommended that the BOCC sign on to the petition as part of its resolution. <br />Commissioner McKee said he is happy to do so as long as the vote is done in a public <br />meeting, and not over email. <br />Commissioner Price echoed Commissioner McKee. <br />A motion was made by Commissioner Rich, seconded by Commissioner Marcoplos to <br />add signing on to the "We are still in" petition. <br />VOTE: UNANIMOUS <br />Travis Myren noted the following items at the Commissioners' places: <br />White sheets: two corrections to fee schedules for Solid Waste and Animal Services. <br />Single green sheet: created at the request of the Board of County Commissioners about the <br />CIP process. <br />Green sheet with attachments: list of proposed amendments to the budget <br />Chair Dorosin asked the members of the Human Services Functional Leadership Teams <br />to introduce themselves. <br />Travis Myren made the following PowerPoint presentation: <br />Budget Work Session #3 <br />Human Services <br />
