1 <br /> <br />APPROVED 1/23/2018 <br /> MINUTES <br />BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />December 12, 2017 <br />7:00 p.m. <br /> <br />The Orange County Board of Commissioners met in regular session on Tuesday, December <br />12, 2017 at 7pm at the Southern Human Services Center in Chapel Hill, N.C. <br /> <br />COUNTY COMMISSIONERS PRESENT: Chair Dorosin and Commissioners Mia Burroughs, <br />Barry Jacobs, Earl McKee, Mark Marcoplos, Renee Price and Penny Rich <br />COUNTY COMMISSIONERS ABSENT: <br />COUNTY ATTORNEYS PRESENT: John Roberts <br />COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br />Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br />appropriately below) <br /> <br /> Chair Dorosin called the meeting to order at 7:02 p.m. <br /> <br />1. Additions or Changes to the Agenda <br />Chair Dorosin noted the following items at the Commissioners’ places: <br />- Revised Item 4-d- Bill of Rights Proclamation <br />- PowerPoint for Item 6-c <br />- PowerPoint for Item 6-e <br />- PowerPoint and 2017 Popular Annual Financial Report for Item 4-e <br />- White sheet: information from Commissioner Jacobs on Agriculture and Food Initiatives <br />- White sheet: information from Durham County: resolution regarding K-3 Class size reduction <br /> <br />PUBLIC CHARGE <br />Chair Dorosin dispensed with the reading of the public charge. <br /> <br />2. Public Comments <br /> <br />a. Matters not on the Printed Agenda <br />Robin Jacobs is the Executive Director of the Eno River Association (ERA), and she <br />presented the Board of County Commissioners (BOCC) with the 2018 Eno River Association <br />Calendars. She said she likes to speak to the BOCC annually because ERA values its <br />relationship with Orange County. She said ERA is about to close a land protection project that <br />will expand the confluence natural area, and protect water quality in the Eno. She said this is <br />the third partnership property that ERA has closed with the County this year, and there are <br />more in the works. She said two of the properties have been owned by their respective families <br />for over 100 years. <br />Commissioner McKee asked if the calendar is available to the public. <br />Robin Jacobs said the calendar is a fundraiser for the organization, and they can be <br />found in many stores in Chapel Hill and Hillsborough <br />Ed Johnson said the Mountains to Sea Trail (MST) is on the agenda, and he will save <br />his remarks until then. <br />Chair Dorosin said that is just an informational item, and said comments should be given <br />now.
