3 <br />Orange Unified Transportation IIoard Rules of Procedure <br />RULES OF PROCEDURE <br />ORANGE UNIFIED TRANSPORTATION BOARD <br />ARTICLE I -PURPOSE AND DUTIES <br />A. Purpose <br />The purpose of the Orange Unified Transportation Board shall be to advise the <br />Board of County Commissioners (BOCC) on major transportation issues, and <br />provide to the Board recommendations regarding the overall planning and <br />programming of transportation improvements in the county. <br />B. Duties <br />The Orange Unified Transportation Board shall have the fallowing specific duties: <br />1, Identify and prioritize the County's roadway and transit needs along with <br />associated costs and specific sources of funding; <br />2, Assist in development and review of the transportation component of the <br />Comprehensive Plan; <br />3. Provide recommendations to the Board regarding Federal and State <br />legislation affecting transportation in Orange County; and <br />4, Explore and make recommendations on innovative techniques and methods <br />to improve the efficiency and capacity of existing and future transportation <br />systems. <br />ARTICLE 11 -OFFICERS <br />A. Officers <br />The elected officers of the Orange Unified Transportation Board shall consist of a <br />Chair and a Vice Chair. <br />The Chair shall preside at all meetings and hearings of Orange Unified <br />Transportation Board and have the duties normally conferred by <br />parliamentary usage on such officers. <br />The Vice Chair shall serve as Acting Chair in the absence of the Chair, and at <br />such times shall have the same powers and duties as the Chair. <br />
