1 I Attachment 1 2 3 DRAFT MINUTES 4 BOARD OF COMMISSIONERS 5 REGULAR MEETING 6 December 4, 2017 7 7:00 p.m. 8 9 The Orange County Board of Commissioners met in regular session on Monday, December 4, 10 2017 at 7:00 p.m. at the Whitted Building, in Hillsborough, N.C. 11 12 COUNTY COMMISSIONERS PRESENT: Chair Dorosin and Commissioners Mia Burroughs, 13 Barry Jacobs, Earl McKee, Mark Marcoplos, Renee Price and Penny Rich 14 COUNTY COMMISSIONERS ABSENT: 15 COUNTY ATTORNEYS PRESENT: John Roberts 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager 17 Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified 18 appropriately below) 19 20 Chair Dorosin called the meeting to order at 7:01 p.m. 21 22 Board Organization 23 24 a. Election of Chair and Vice-Chair 25 26 CHAIR: 27 VOTE: 7-0 (UNANIMOUS) for Mark Dorosin. 28 29 VICE CHAIR: 30 VOTE: 7-0 (UNANIMOUS) for Penny Rich 31 32 b. Designation of Voting Delegate for all North Carolina Association of County 33 Commissioners (NCACC) and National Association of Counties (NACo) Meetings 34 for Calendar Year December 1, 2017-2018 35 36 Chair Dorosin said he sent an email to the Board about tabling this item until the boards 37 and commissions are chosen in February. 38 Commissioner Price said she checked with the NCACC, and this can be done at 39 anytime. 40 Chair Dorosin said Commissioner Price serves in both seats, and would continue to 41 serve in those seats until then. 42 Commissioner McKee said it was his understanding that the Board had decided to 43 change the picking of boards and commissions to November, starting in 2018. He said given 44 this change, he would prefer Commissioner Price remain in these positions, and make any 45 changes in November 2018. 46 47 A motion was made by Commissioner Rich, seconded by Commissioner Marcoplos to 48 delay these appointments until February. 49 50 VOTE: Ayes, 6; Nays, 1 (Commissioner McKee)
