13 <br />1 <br />2 <br />NOW THEREFORE, BE IT RESOLVED, that the Board of Commissioners of Orange County, <br />3 <br />North Carolina does hereby endorse the expansion of Medicaid in North Carolina; and <br />4 <br />5 <br />BE IT FURTHER RESOLVED, that the Board of Commissioners of Orange County, North <br />6 <br />Carolina requests the North Carolina General Assembly submit via referendum to the voters of <br />7 <br />“Shall the State of North Carolina expand Medicaid to provide <br />North Carolina the question, <br />8 <br />healthcare coverage for qualified adults under age 65 with incomes at or below 138% of <br />9 <br />the federal poverty level?” <br />10 <br />th <br />11 <br />Adopted this the 4day of December, 2017. <br />12 <br />13 <br />A motionwas made by Commissioner Rich,seconded by Commissioner Price to <br />14 <br />approvetheResolution of Support for a Referendum on the Expansion of Medicaid in North <br />15 <br />Carolina. <br />16 <br />17 <br />Commissioner Rich said it is important to note that, due to the lack of expansion of <br />18 <br />Medicaid, North Carolina has forgone $10.2 billion in federal funds, and over the next ten years <br />19 <br />will forgo another $13 billion if changes are not made. <br />20 <br />21 <br />VOTE: UNANIMOUS <br />22 <br />23 <br />Commissioner Rich asked if the Clerk to the Board woulddistributethis proclamationto <br />24 <br />all counties. <br />25 <br />26 <br />5.Public Hearings <br />27 <br />28 <br />a.Joint Public Hearing with the Historic Preservation Commission Regarding the <br />29 <br />Proposed Designation of the Dr. Arch Jordan House in the Caldwell Community <br />30 <br />as an Orange County Local Historic Landmark <br />31 <br />The Board conductedajoint public hearing with the Historic Preservation Commission <br />32 <br />(HPC) to receive public comment on the application and proposed ordinance to designate the <br />33 <br />Dr. Arch Jordan House as a Local Historic Landmark. <br />34 <br />35 <br />Historic Preservation Commission Members in attendancefor this joint public hearing: <br />36 <br />Thomas Loter <br />37 <br />Stephen Peck <br />38 <br />Dr. Robert Ireland <br />39 <br />Art Menius <br />40 <br />Todd Dickinson <br />41 <br />42 <br />Peter Sandbeck, Cultural Resources Coordinator,reviewed the background information, <br />43 <br />andintroduced the HPC members in attendance. <br />44 <br />45 <br />BACKGROUND: <br />46 <br />This is a routine joint public hearing required by state enabling legislation and the county’s <br />47 <br />Historic Preservation Ordinance. Following this joint public hearing, the BOCC and the HPC will <br />48 <br />take into consideration public comments, if any. The HPC may refer the ordinance back to the <br />49 <br />Board of Commissioners for consideration and adoption at the next BOCC meeting on <br />50 <br />December 12, 2017. <br /> <br />
