13 <br />1 <br />Commissioner McKee said asked if there is a reason that the original request in 2013 <br />2 <br />was not paid out of the transfer fee fund. <br />3 <br />Robert Dowling said in 2013 he did not know how many units would need replacing; the <br />4 <br />transfer fee fund was much lower; and the cost of replacements of these units went downfrom <br />5 <br />$11,000 to $7,000. <br />6 <br />Commissioner McKee said he is not criticizing CHT,but for him, it comes down toa lack <br />7 <br />of achain of custody. He said if funds are allocated to a project, he likes them to be used for <br />8 <br />that project. He said the shuffling of funds makes him uneasy.He said he would prefer to see <br />9 <br />these funds returned to the account from whence they came, and a new request for funding <br />10 <br />made. <br />11 <br />Sherrill Hampton said she appreciates this point, and that is why there is a recapture <br />12 <br />clause, which states if these funds are not spent by 2019 they will revert back to the County. <br />13 <br />Commissioner McKee saidhe appreciates this, and does not question the use of the <br />14 <br />funds,but wants the accounting to be clean. <br />15 <br />Commissioner Rich asked if the number of units at East 54 is known. <br />16 <br />Robert Dowling saidthere are 15 units in Greenbridge, three of which have received <br />17 <br />new HVAC systems. He said there are34 units in East 54, and this is the first HVAC unit being <br />18 <br />replaced. <br />19 <br />Commissioner Rich said in 2013 Greenbridge was uniquein that it was built to LEAD <br />20 <br />certification, and the HVAC systems were no longer available.She asked if this problem has <br />21 <br />been solved. <br />22 <br />Robert Dowling said he has not solved this problem.
